Help

The CDCE Officer/ Voluntary Services Officer possesses a wide body of knowledge requiring substantially full qualification in distinctly separate areas across each of these business lines to include professional, technical and administrative skills and abilities. These positions will be located in Montgomery and Tuskegee. Duties include but are not limited to:

  • The incumbent is responsible for managing the day-to-day operations of the Voluntary Service Program.
  • Plans and leads all philanthropic activities and programs.
  • Responsible for the proactive and agile utilization, to include the commitment and distribution of community resources in support of organizational goals, objectives and strategic priorities.
  • Collaborates with Department-level organizations.
  • Conducts and analyzes comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals.
  • Ensures compliance with all applicable JC standards.
  • Provides oversight of all of the organization's funds and in-kind development activities, conducts and analyzes routine needs assessments, manages the day-to-day operations of the philanthropic development activities, and monitors all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts.
  • Ensures compliance with all relevant regulations and laws and maintains accountability standards.
  • Responsible for the full scope of fiscal management and accountability for the office.
  • Prepares business case justification for anticipated expenses.
  • Establishes performance measures for all aspects of the CDCE/Voluntary Service program, monitors the results, and makes program adjustments that maximize human, financial and in-kind resources to build capacity and services for the organization and its stakeholders.
  • Responsible for project and event management of varied sizes and scope,
  • Ensures compliance with insurance, legal, health and safety obligations, as required.
  • Provides technical and administrative supervision to subordinates.
  • Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
  • Maintains significant and expansive supervisory responsibility for every registered volunteer in accordance with the JC and established occupational standards for the profession.
  • Exercises maximum risk mitigation and management strategies to limit liability for the agency, volunteers and community partners, as well as maximize their potential to contribute to the organization's mission and goals.
  • Guides and directs the performance management and evaluation process at prescribed intervals for all volunteers in collaboration with using departments and assigned personnel responsible for leading the work of volunteers.
  • The Voluntary Services Officer develops short and long-term strategic and operational planning, positioning the Center to successfully support the established values, mission, and general objectives of the organization.
  • Establishes local policies and procedures for the strategic utilization of volunteers and community partnerships.
  • Serves as an advisor to VA Headquarters Voluntary Service National Advisory Committee.
  • Conducts thorough and exhaustive research on potential community partners to determine suitability for development of non-monetary partnership agreements.
  • Responsible for the development of Memoranda of Agreement, ensures appropriate documentation and concurrence prior to finalizing these strategic relationships.
  • Provides reports related to strategic partnerships to offices within VA Headquarters.
  • Evaluates the effectiveness of internal and external forces on the organization and its fund development and community engagement programs.
  • Develops a balanced funding mix of donor and volunteer sources and execute programs and activities targeted to the needs of the facility, its programs and Veterans.
  • Acts as primary official for plan activation, ensuring annual training of all staff and volunteers; ensures rapid deployment in preparation to support the overall facility emergency plan through the activation of community partnerships and mobilization of volunteers for the acquisition of human, monetary, in- kind, and material resources as required.
  • The incumbent assumes responsibility for the intake and distribution of donated goods, services and monies

Work Schedule: 8:00am - 4:30pm Monday-Friday EST. Work schedule subject to change based on agency needs. Weekends may be required on occasion.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences.
Supervisory Statement: This is a supervisory/managerial position. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position, failure to complete the probationary period successfully can result in their return to their former position, or to a position of no lower grade and pay than the one, which they left to accept the supervisory or managerial position.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
