This position is to functions as Administrative Officer (AO) for the Physical Medicine and Rehabilitation Service (PM&RS) of Phoenix VA HCS, in Phoenix, AZ. The incumbent provides a variety of administrative and program support. The incumbent is responsible for the administrative coordination of the PM&RS in all non-clinical activities and functions.

Help

The Administrative Officer at this level has Supervisory responsibility of all office staff and has the authority to make changes to the administrative programs to support Physical Medicine & Rehabilitation service goals. Major duties include, but are not limited to:
  • Applies knowledge of management principles, common business practices, administrative regulations, guidelines, and analysis of multiple programs for PM&RS
  • Maintaining and coordinating internal review systems and records management to assure both clinical and administrative activities follow agency, accrediting, and regulatory requirements.
  • Responsible for ensuring compliance with Departmental guidelines involving outside professional activities for remuneration.
  • Monitors PM&RS for compliance with the standards of external bodies and accrediting agencies and responds to internal actions for noncompliance with VHA Directive or Medical Center Policy.
  • Provides service level reports, completes requests for operational data, and recommends remedial actions as necessary.
  • Writes, reviews, and revises policies, as appropriate, coordinates timely responses as required for written formal and informal correspondence on behalf of the PM&RS service line, to include PATSR, VISN Suspense, Congressional and White House Hotline inquiries.
  • Provides fund control oversight and budgetary data support duties that require the analytical ability, judgment, discretion, and knowledge of a vast array of programs in the PM&RS Service.
  • Provides direct supervision to subordinate administrative personnel within the PMR&RS Service Line.
  • Responsible for assuring accurate HR recruitment and onboarding, labor mapping, supply and equipment procurements, timekeeping, and ensuring that regularly recurring service line internal cost accounting data is accurate and responses are timely.
  • Coordinates management of a variety of electronic request platform systems to ensure optimized operational efficiency, including but not limited to: MSS, HR Smart, AIS, OIT, PIV, Work Life Balance, Telework, BioMed, Travel, Education, and Interior Design.
  • Broad knowledge of the organizational principles and practices that govern the way a VA Health Care System conducts business.
  • Knowledge of the policies, precedents, goals, objectives, regulations, and
  • guidelines of financial management, budget administration, and accounts management.
  • Knowledge of organizational structure, human resources staffing and utilization, position management, work methods, and related requirements to analyze and advise on managerial approaches and problems.
  • Ability to oversee effective utilization of human resources, financial, and logistical resources.
  • Serves as the primary Contracting Officer Representative (COR) for VISN 22 and PVAHCS contracts.
  • Oversees all acquisition processes within the Service, inclusive of the establishment and administration of contracts and procurement of supplies and equipment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 03/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying tools and techniques for gathering, analyzing and reporting data on administrative programs; Gathering and analyzing budget needs of service; Coordinating and monitoring the functions of administrative services within an office; Preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B., if related. (Note: You must submit copies of your transcripts for your education to be considered.) . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond higher level graduate.

Physical Requirements: Work is primarily sedentary; however, there may be some walking, standing, bending, and carrying of light items such as papers, books, and files. No special physical demands are required to perform the work.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
