As a Buying and Ordering Tools Director, you will be responsible for planning, developing, and managing the functional business architecture and requirements, including data requirements, for information technology (IT) systems and support for ITC.

Duties

Help

  • Provides multi-disciplinary leadership for systems strategic planning; manages development of long-term goals and strategies supporting business objectives; evaluates system and data requirements, feasibility, cost, and performance; and develops policies, standards, infrastructures, and architectures ensuring compliance with information security and governance.
  • Performs needs analysis to define opportunities for new or improved business process solutions; consults with senior management and customer agencies to identify requirements; conducts feasibility studies and develops business cases and cost estimates; and represents the organization in engagements with Federal officials, industry, and stakeholders.
  • Establishes organizational structures, strategic plans, goals, and objectives; allocates work and resources; prepares annual business plans; justifies resource requirements; evaluates operational trends; and directs studies, reports, and corrective actions affecting infrastructure and program performance.
  • Plans and assigns work; evaluates employee performance; selects and develops staff; resolves complaints and disciplinary matters; establishes performance standards; manages training and workforce development; and promotes effective organizational structure and team performance.
  • Represents the organization in defending, negotiating, and reconciling matters involving significant or controversial system issues; advises senior leadership on system impacts, scope, and cost considerations; develops and presents recommendations to high-level officials; and secures agreement on enterprise technology direction and implementation.

The GS-15 salary range starts at $147,945 per year and is dependent upon duty location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is:

  • Experience leading vision, direction, roadmap or leading the identification of user needs for a project, product, platform, or service ;
  • Experience providing project or product leadership;
  • Experience with iterative or agile methodologies;
  • Experience leading cross-functional teams; and
  • Experience collaborating with senior or executive stakeholders.

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of enterprise systems’ strategic planning, architecture, and governance.
  2. Ability to conduct needs analysis and define systems solutions.
  3. Ability to lead programs, strategy, and performance management.
  4. Ability to supervise and develop professional staff with performance management, staffing, and conflict resolution.
  5. Ability to negotiate, advise, and present enterprise system recommendations to senior leadership and external stakeholders.
