The primary purpose of this position is to serve as the first level working supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the installation E911 Emergency Communications; providing emergency services to assigned aircraft and personnel as well as police, fire and medical services to the public by answering emergency 911 calls.

Duties

Help

Receive alarms by telephone, Telecommunications Device for the Deaf (TDD), computer interface, and communications equipment.

Maintain constant liaison with the scene of the emergency to include, but not limited to, fire officials, fire stations, police, medical, and any other unit control centers involved with the emergency until official termination of the incident.

Plan, schedule, supervise, train, and evaluate the activities and performance of subordinates.

Identify developmental and training needs of subordinates and provide or arrange for needed developmental, on-the-job training, or formal training in a timely manner.

Maintain an accurate automated activity log of all significant daily events, processes, or notifications received through the dispatch center.

  • Incumbent is required to work Monday through Friday 0700-1530

  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time
  • May be required to work overtime with minimal notice, adequate rest between shifts will be provided
  • May be required to respond on off-duty time during a major emergency, a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while coordinating responses for multiple emergency services, including fire, police, ambulance, and hazmat/rescue teams, while providing critical, life-saving instructions in first aid, resuscitation, and other emergency procedures.

EDUCATION: Two full years of progressively higher-level graduate education leading to such a degree; or master's or equivalent graduate degree in education or a subject area related to the position to be filled.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT TO VERIFY YOUR EDUCATION.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of communications operations sufficient to plan, organize and direct the activities of the 911 Emergency Communications Center.

2. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand.

3. Knowledge of basic computer operations to include word processing, retrieval and input of data.

4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.

5. Ability to work independently and the ability to plan, organize, and direct the functions and staff of a small 911 Emergency Communications Center.

6. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
Position requires light lifting (under 15 lbs), light carrying (under 15 lbs), reaching above shoulder, use of fingers, ability for rapid mental and muscular coordination simultaneously, ability to distinguish basic colors, and the ability to hear (hearing aid permitted). Requires H-1 hearing profile for entry; must maintain an H-2 hearing profile each year.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
