This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:

  • Works under the general administrative direction of the TAPO Director, Deputy Director, or Operations Branch Chief, who delineates continuing responsibilities of a very broad and general nature covering long range program plans, objectives and policies. (Note: TAPO is a program office under the authority and control of the DMEA Director; some roles and responsibilities may be directed by the DMEA Director).
  • The Trusted Access Program Office (TAPO) guarantees trusted access to state-of-the-industry U.S.-based commercial microelectronics services for qualified government clients and the Defense Industrial Base.
  • TAPO achieves this access via a unique contractual relationship with a Integrated Circuits (IC) foundry.
  • The PM/COR is expected to find solutions to unforeseen challenges by quickly learning and leveraging new systems and processes often under constraints of limited time, resources, and information.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02 or GS-11 grade level in the Federal service as listed below:,

  • Managing programs and projects through all phases: gathering requirements, design, development, testing, fielding, operations, sustainment, and final disposal/conclusion.
  • Developing and executing complex integration strategies by defining clear requirements and establishing realistic project timelines.
  • Using project management tools such as Microsoft Project, etc. to track progress, manage resources, and brief stakeholders on progress.
  • Communicating to resolve issues amongst internal and external stakeholders, and implementing corrective actions appropriate for the situation.
  • Managing timelines, budgets, addressed risk, and opportunities.

  • The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.

  • Relocation and/or Recruitment incentive may be authorized if determined by the Hiring Manager to be in the best interest of the Agency.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, Practitioner level. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.   • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Program Management, Practitioner certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years. Click here for more details and Resources.
