The Procurement Operations Pharmacy Supervisor responsible for providing leadership, direction, coordination, clinical guidance, organization, planning, and implementation of pharmaceutical procurement throughout all sites of care for the VASLCHCS.

  • Operates on a broad delegation of authority with independence of action to coordinate all aspects of Pharmacy procurement services to the medical center.
  • Oversees activities where the incumbent has full and final technical/administrative authority over the work, which requires coordination and integration of work assignments with other services lines.
  • Works independently under the Associate Chief, Pharmacy Operations and keeps them apprised of trends/problems associated with their assigned areas.
  • Assume responsibility for the administration and operations of procurement for the VASLCHCS, clinical pharmacy guidance to procurement, as well as supporting ADPAC, formulary, and pharmacoeconomic staff and supervises procurement technicians.
  • Provides training, education and clinical guidance to procurement technicians, and works closely with clinical subject matter experts.
  • Coordinates workflow and communicates effectively with other sections and supervisors within and outside of pharmacy service with issues related to procurement.
  • Ensures drug procurement complies with VA National policies, VA contracts, and National, VISN and local formularies.
  • Employs effective purchasing procedures to maximize use of budget allocations.
  • Monitors and regularly reports on status of pharmacy expenditures identifying significant changes, including data and information on specific drugs, therapeutic classes, supplies, etc., that have contributed to the change.
  • Maintains the knowledge and competency to appropriately carry out all purchase card duties.
  • Serves as the primary pharmacy recall coordinator by developing and implementing action plans to manage drug recalls.
  • Develops and implements action plans in response to drug shortages and backorders.
  • Coordinates purchases of pharmacy items, including specialty drugs, Prime Vendor, open market, supply items, etc.
  • Possesses extensive knowledge of pharmaceutical prime vendor, IFCAP/GIP, and alternative procurement sources.
  • Serves as a primary liaison with the pharmaceutical prime vendor, Logistics Service, VISN procurement group and pharmaceutical representatives.
  • Conducts monthly audits, prepares bills of collection, ensures payment is received, and provides all support for the sharing agreement.
  • Effects maximum utilization of personnel and funds related to procurement; vigorously supports management by furnishing data and/or reports of recurring and non-recurring nature.
  • Continually reviews, updates and improves inventory management systems and reporting. Verifies drug accountability and oversees the return of products for destruction/credits.
  • Produces and analyzes all reports pertaining to drug procurements, drug expenditures, drug use, and drug
    accountability.
  • Serves as lead of Pharmacy procurement workgroups/huddles, and as indicated, actively participates in other procurement related committees, subcommittees, or workgroups local and possibly the VISN or National level.
  • Develops and establishes policies and procedures as needed for the pharmacy procurement program.
  • Supports in drug file maintenance or review/entry of new drug file requests in collaboration with ADPAC.
  • Incumbent is responsible for inventory management of all pharmaceuticals and supplies for the pharmacy service.
  • Assure the proper pharmacy storage of all pharmaceuticals and supplies.
  • Coordinates the purchase and record keeping of REMS medications.
  • Responsible for the annual wall-to-wall inventory preparation.
  • Takes appropriate actions on all drug and product recalls according to VA directives and policies.
  • Responsible for overseeing compliance with the Drug Supply Chain Security Act.
  • Utilizes the Prime Vendor Software to optimize inventory turns.
  • Acts a liaison with the Prime Vendor account manager.
  • Reviews CMOP backorders and adjusts local inventory as needed to meet patient needs. Monitors CMOP rejects to adjust items that are sent back to station due to backorders.
  • In collaboration with the ADPAC, pharmacoeconomic, formulary manager and pharmacy leadership, marks
    items for CMOP to reduce local inventory burden.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Education:
    • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
    • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-13
  • Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
  • Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
  • Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs:
    • a. Ability to effectively supervise subordinate staff.
    • b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
    • c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
    • d. Skill in managing people or programs.
Preferred Experience: One year of Supervisor or Management experience preferred or direct involvement with Pharmacy inventory or procurement.

Physical Requirements: See VA Directive and Handbook 5019The work involves long periods of moving about the work unit. The work requires regular and recurring bending, lifting, stooping, stretching, lifting and repositioning and transferring patients. Incumbent may be exposed to patients who are combative, secondary to delirium, dementia, or psychiatric disorders and patients who require restraints. The incumbent must be a mature, sensible individual capable of working effectively in stressful situations, demonstrating cheerfulness, compassion, courtesy and concern. Must be quick and dependable in taking emergency action in using initiative to prevent accidents.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
