DUTIES AND RESPONSIBILITIES:

Regional HSA

  1. Aids the Responsible Health Authority (RHA) within respective region regarding a full range of administrative services including fiscal, personnel, supply, engineering, medical records administration, and housekeeping.
  2. Ensures the organization and delivery of health care in the region maintains compliance with all applicable policies, accreditation standards, laws, and regulations.
  3. Serves as the chair of the regional Triad, collaborating with the regional clinical director and regional nurse manager, to establish necessary processes and procedures ensuring provision of consistent high-quality standards of care are equally accessible by all patients.
  4. Serves as the final approving authority for non-core shift requests, government overtime, and requests for temporary duty (TDY) support.
  5. Maintains a collaborative working relationship with senior ICE-ERO, Custody, and outside agencies supervisors as applicable.
  6. Provides guidance and instructions to region with COOP Planning (natural disasters, riots, power interruptions, mass casualties, etc.) and sentinel events (patient and staff deaths, escapes, etc.).
  7. Provides staffing plan recommendations to ensure adequate staffing levels based on patient care needs and mission requirements
  8. Ensures critical information is shared between field and leadership (IHSC, ICE-ERO, custody, outside agencies) to mediate disputes, facilitate appropriate action, and resolve complex issues to promote operational effectiveness and efficiency at the lowest level.
  9. Makes decisions independently.
  10. Provides recommendations for facility structural improvements to adapt to mission changes ensuring quality provision of care.
Supervisory Responsibilities
  1. Performs supervisory responsibilities to include training and mentoring of the HSA, assistant health services administrator (AHSA),facility healthcare program manager (FHPM) facility health and safety officers (FHSOs), facility training officers (FTOs) within respective regions.
  2. Provides administrative supervision to government employees within their rating chain and manages personnel issues, and potential resolutions when applicable.
  3. Addresses all other government personnel issues through their respective supervisory chain of command.
  4. Maintains full responsibility for planning, directing, organizing, coordinating, and controlling overall administrative operations through supporting managers who possess technical expertise in their respective areas.
  5. Collaborates with other RHSAs, deputy chief of health operations, and chief of Health Operations regarding complex personnel and operational issues, providing potential resolutions. Employs high level judgment, analysis and decision-making skills when delegating tasks and responsibilities to the multidisciplinary workforce. Provides program direction to supporting managers in various administrative areas for necessary mission accomplishment and accreditation standards.
  6. Maintains confidentiality, security, and integrity of the health record.
  7. Ensures medical staff have prompt accessibility to the health record.
  8. Provides guidance with performance improvement activities and functions within respective region.
  9. Ensures facilities have systems in place for accurate filing, safe and secure storage, and prompt retrieval of information and documents.
  10. Monitors facilities' timely and accurate entry and closure of all health care data.

  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Government Technical Monitor

  1. Serves as a resource to Government Technical Monitors for all contracted services at the facility, to include: personnel/staffing services, translation services, laboratory services, biological and hazardous waste disposal services, air management services, medical and dental equipment inspection and recalibration services, radiology services.
  2. Ensure facilities have systems in place to monitor on-site contracts to confirm services rendered are consistent with the contract.
  3. Collaborates with the headquarters contracting officer representative (COR) to ensure compliance with Federal Acquisition Regulations (FAR) policy for purchase, procurement, and appropriate implementation of all contracts to include any technical or contractual difficulties encountered during vendor performance.
  4. Serves as secondary liaison for dosimetry services, language services and laboratory services contracts.
Accreditation/Policy
  1. Administer, enforce, and monitor policies, procedures. Identify objectives of all programs established by IHSC to include: 1) staffing, training, and records management; 2) clinical, nursing, mental health, pharmacy, and dental services; 3) medical records and administration; 4) quality assurance programs; and 5) safety and security, public health, and environmental control standards.
  2. Review and approve the implementation of local operating policies and procedures in collaboration with regional triad.
  3. Coordinate with IHSC Office of Policy (IOP), review, and edit policies to prepare executive leadership recommendations for the healthcare delivery system.
  4. Monitor compliance with all required elements of DHS/ICE/IHSC policies, regulations, and accrediting body standards (ACA, NCCHC, PBNDS, FDS) by overseeing operations, conducting internal assessments, and providing guidance as needed.
  5. Ensures all employees receive an in-depth initial orientation and annual refresher training.
Monitoring and Reporting Requirements
  1. Monitors and directs all required programs, documentation, reports, and mission related data in accordance with established timelines, policy, and accreditation standards.
  2. Monitors and reviews incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly, to include reporting to IHSC leadership.
  3. Ensures all required meetings are held and documented in compliance with established policies and accreditation standards.
  4. Evaluates impact of health care delivery through monitoring of current organizational structures, management systems, and administrative functions.
Taskings
  1. Serves as POC and liaison for HOU Taskings.
  2. Provides education and training to facility personnel on IHSC taskings process.
  3. Receives and evaluates regional taskings and delegates to appropriate facility or redirects to appropriate unit.
  4. Reviews, evaluates, and submits facility response/supporting documentation for accuracy and completeness.
  5. Manages tasking timelines and expectations.
Resource Management
  1. Ensure the facility has systems and processes in place to account for government-furnished property and supplies, regularly inspecting to verify items are in serviceable condition and sufficient to meet mission requirements.
  2. Effectively communicates resource, equipment, space, personnel, and funding needs to the proper agency authorities with all required supporting documentation.
  3. Maintains continuity of contracted services to ensure daily medical facility operations.
  4. Serves as liaison with RMU assets to address contracting issues related to services and staffing contracts.
Administrative
  1. Travel required up to 25% as directed by the Unit Chief of Health Operations.
  2. Serves as SME, providing consultation and support to IHSC HQ with time-sensitive data and information requests.
  3. Providing regional supervisory assistance/guidance supporting personnel related matters.
  4. Strategically addresses changes in operational tempo and requirements, communicating with and directing all stakeholders towards compliance.
  5. Assists with formulation and update of HOU Business Plan, Strategic Action Plan, Accomplishments, Info Paper, Sit Reps, Executive Dashboard review.
  6. Assists with and may lead special missions, projects, workgroups, and Agency initiatives as assigned by the Unit Chief of Health Operations.

PHYSICAL DEMANDS:

  1. This position is considered hazardous duty in a detention setting.
  2. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
  3. Required to jog/fast walk up to ¼ mile.
  4. Requires physical exertion such as lifting objects greater than 30 pounds.
  5. Required to perform CPR/emergency care standing or kneeling.
  6. Must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
  7. Must be able to see, hear and smell with aids if necessary.
  8. Must be able to lift, push, carry 30 pounds, and perform repeated bending motions.
  9. Must perform the job duties in a stressful and often austere environment without physical limitations.
  10. Must be able to sit and/or stand for extended periods of time [6-8 Hours].
  11. Must have average manual dexterity for computer operation.
  12. Must be able to use phone for extended periods of time.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Minimum of a master's degree in healthcare administration or related field of study preferred. Must have four years leadership experience, four years management of programs and services experience, and four years management of personnel experience as a uniformed service officer.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain status. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  3. Experience as a senior level health services administrator who has preferably served in an acting regional health services administrator role.
  4. Obtains level II Contracting Officer Representative (COR) Certification within 12 months of hire.
  5. Maintains clinical and administrative professional skills via continuing education opportunities and completion of competencies to aid in support of TDY as needed.
  6. Correctional Health experience preferred.
  7. Knowledge of issues confronting the health care delivery system, including specific problems and concerns of special population groups.
  8. Knowledge of program policies, guidelines, and operating procedures relating to healthcare delivery systems.
  9. Knowledge of organizational structure and responsibilities of all levels of IHSC operations.
  10. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
  11. High degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues.
  12. Proven ability to respond 24/7 to staff for consultation.
  13. Maintains basic readiness status.
  14. Maintains current CPR/BLS certification

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Health Systems Support (DAD-HSS), Health Operations Unit (HOU). The Regional Health Services Administrator (RHSA) will report directly to the Chief of Health Operations with the Deputy Assistant Director of Health Systems Support (DAD-HSS) as reviewing official. This is a supervisory position.

As RHSA, the incumbent is responsible for providing administrative oversight, consultation, and mentoring of health service administrators within their region. IHSC facilities range from small facilities of less than 300 beds, generally houses non-complex medical patients, and has minimal to no medical housing unit (sub-acute inpatient) capacity, to large facilities up to 2,500 beds housing complex medical patients with a medical housing unit. Staffing is a complement of Public Health Services (PHS) Officers, federal General Schedule (GS) employees, and contractors ranging from 40 or less for small facility and 70 or less for small staging facility and up to 150 for large facilities to include those with both a service processing center (SPC) and staging missions.

The incumbent will: 1) contribute to the development of national health policies, priorities, planning, objectives, and strategies to ensure the most efficient and cost-effective workforce, for health care delivery to ICE custody patients; 2) serve as chair of the regional leadership team (TRIAD) working in collaboration with the regional clinical director and regional nurse manager; and 3) supervise the Health Services Administrator (HSA) and all other positions designated under HOU (as either Rater or Reviewing Official as appropriate per policy).

IHSC provides direct care daily to approximately 15,300 detainees housed at 17 designated facilities throughout the nation. The health care provided includes medical, dental, and mental health care, and public health services. IHSC provides medical case management and oversight for an additional 22,600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the country.

SUPERVISORY CONTROLS:
Incumbent reports to the Chief of Health Operations. Assignments are usually of a long-term, recurring or broadly defined nature. Officer plans, and organizes own work, determines sequence of assignments, selects, and develops methods and seeks assistance from experts only rarely. Work is reviewed for attainment of objectives. Guidelines may be applicable to some but not all parts of assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation is required. The officer uses judgment in interpreting and adapting guidelines such as policies, regulations, accreditation standards, precedents, and work direction for application to specific situations and work products. The officer analyzes requirements and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
