This is an entry trainee level position leading to the full performance level for Human Resources Assistant, NF-0203-III position. Assignments are selected to ensure the development of skills and abilities needed to perform the full-performance level duties. Assignments become progressively more difficult until the full-performance level is reached. The employee works under closer than normal supervision wherein work is closely reviewed and detailed guidance provided as needed. As employee progresses, supervisory control diminishes until full performance level is accomplished.
At management's request, the incumbent may be non-competitively promoted no earlier than 6 months, considering employee.
Serves as an authoritative source of information on procedural and regulatory requirements pertaining to HR personnel matters. Provides guidance and informational resources to supervisors and employees. Explains employee rights and responsibilities. Receives and reviews personnel action requests and supporting documents for validity and completion. Conducts strategic recruitment discussions to advise on recruitment strategies. Advises on permanent and/or temporary placement actions. Explains hiring preferences and priority considerations in the recruitment process to management and/or applicant. Formulates position qualifications for job announcement postings. Creates and releases job opportunity announcements. Generates applicant lists for the issuing of hiring certificate(s). Verifies applicant eligibilities; and makes qualification determinations of applicants. Issues certificate of qualified applicants to selecting official for consideration. Audits returned certificate to validate selection(s) are compliant to statutory laws and policies. Extends job offers and initiates pre-employment process. Completes assigned and applicable onboarding tasks/responsibilities. Coordinates entrance on duty date once pre-employment requirements are favorably met. Prepares for and conducts in-processing briefing. Completes new hire record by ensuring all tasks are complete to include in-processing and all new hire documents are uploaded to the recruitment casefile. Ensures personnel documents are placed into the official personnel file. Conducts orientation for new employees providing information on insurance, retirement, and 401k savings benefits; workers' compensation; and unemployment compensation. Tracks employee benefits eligibility window. Explains life qualifying events in accordance with HIPAA special enrollment rights and open enrollment. Administers workers' compensation and unemployment compensation programs. Maintains and locates position descriptions. Reviews and verifies organizational structures provided by management. Enters position descriptions into an automated library; and uploads supporting documents into its casefile. Completes cursory reviews of previously classified position descriptions. Responsible for the maintenance of the personnel data system. Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Codes personnel actions in accordance with applicable policies and procedures. Processes personnel actions in accordance with applicable rules and procedures. Generates personnel information reports. Identifies and corrects discrepancies in personnel data. Advises management on routine pay and leave administration actions. Explains pay systems, differentials, hours of work, etc. Sets pay in accordance with applicable laws, policy, and guidance. Computes rates of pay increases (promotions, pay adjustments, step increases, etc.) in accordance with statutory and regulatory requirements. Monitors and processes within-grade increases in accordance with applicable guidelines. May participate in planning and conducting the local NAF wage survey IAW regulatory guidance. Computes service computation dates. Answers inquiries concerning status of pending actions. Maintains official employee personnel records and files. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. May be responsible for processing and tracking status of installation records checks, state criminal history repository checks, and national agency checks. Establishes new record series as required and disposes of records according to records management directives. May research and download forms and publications and post updates to directives. Creates and edits user accounts in automated recruitment tool. Performs other related duties as assigned.
