System. The primary purpose of this position is to direct and perform all administrative functions related to the provision and improvement of quality services and in support of research, education, quality assurance, and safety. This position also provides support and advice to the Service Chief, staff, and executive management.

Help

Duties include but are not limited to:

Operational and Administrative Management (20%)
Assists and supports service Chief and Chief's participation in the National VA Radiation Oncology, Radiation Oncology Field Advisory Committees and other special programs. Manages clerical staff and patient flow of the service. Regularly performs long-term and short term planning and monitoring of productivity and utilization of resources, services and personnel resources. Analyzes work processes, performs special studies aimed to enhance services to patients and improve efficiency and effectiveness of service delivery and clinical and administrative processes. Forecasts and
estimates required resources, equipment acquisitions, workload and staffing needs, and space utilization. Identifies problems, inefficiencies, and potential problems and develops recommendations for the solution of administrative and clinical problems and conflicts. Utilizes service software (MOSAIQ) as well as VISTA to extract data and compare information and services with VA and industry benchmarks. Collaborates with other services such as Nuclear Medicine, Radiology, Medicine, Community Living Center, Logistics, HR/WMC, and HAS to provide integrated care and continuity of services.

Personnel Management Responsibilities (20%)
Advises service chief, managers, and staff on a variety of human resource policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Maintains and constructs service organizational charts. Provides assistance to service Chief for the writing, updating, and reviewing of service PDs and functional statements. Assists service Chief in writing and preparing documentations for staff performance evaluations, credentialing and privileging, and compensation panels then submits information to local HR in a timely manner in accordance with regulatory guidelines. Monitors and tracks progress of these and other actions with local HRM. Certifies and approves timecards and provides guidance to staff regarding tours of duty and overtime, to include tracking overtime use.

Budgeting/Financial/Resource Management Work (20%)
Provides advice and assistance to Chief regarding available funding and resources and methods to maximize actual dollar allocations. Coordinates activities with Chief of Staff Office, Fiscal Service, Logistics, Engineering and Biomed, Facility Planning and Credentialing & Privileging Service as required to facilitate financial solvency and availability of resources to include staff, space, funding, and equipment. Monitors financial and resource utilization and availability in an effort to proactively handle immediate and changing needs of the service in a timely and efficient manner. Monitors and reviews coding and billing of ROS services to ensure accuracy in an effort to maximize revenue and third party reimbursements. Oversees Fee Basis funding and ensures consistency with VA HRM regulations. Assists Chief in preparation of annual service budget plan incorporating budget requests from program areas with funding sources. Prepares information and justifications for periodic budgetary adjustments and submits to Fiscal Service in accurate and timely manner.

Supplies, Equipment, Space and Materiel (15%)
Manages the overall supply needs, services, and material requirements for the Service including complexities with radioactive materials and associated policies and procedures. Conducts inventory of Service equipment and property, including high cost, high technical capital equipment. Documents discrepancies and resolves errors and/or missing items. Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property. Disposes of unused, obsolete, or excess equipment in accordance with appropriate guidelines.

Supervisory Personnel Management Responsibilities (15%)
Provides direct technical and administrative oversight for: 1.0 Secretary, GS - 0318-05, 2.0 Medical Support Assistants, GS-0679-06, and 1.0 Program Support Assistant. Supports the EEO program and EEO activities and makes efforts to resolve informal EEO complaints of discrimination. Advises and provides counsel to all ROS employees regarding policies, procedures, and directives.

Contract/Procurement Management (10%)
Manages procurement and contracting for ROS serving as the sole Contracting Officer Representative (COR) for agreements including, but not limited to high- cost high-tech medical equipment, service maintenance agreements, and scarce medical specialist contracts.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2026.

You may qualify based on your experience and/or education as described below:

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing, and evaluating administrative issues and providing guidance on administrative matters; planning and executing the budget; procurement and contracting; supply, equipment and space management; coordinating personnel actions with Human Resources and preparing quantitative and qualitative reports, audits and correspondence.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
