Duties

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Chief Info Officer Information Security and are assigned based on the need of the agency.
  • Prepares legal documents for all Freedom of Information Act (FOIA) and eDiscovery requests and tasks requested from the USCIS FOIA Office, Forensics and Discovery Branch Chief and Office of Chief Counsel.
  • Collection and preservation of forensic data in a manner that maintains its integrity and chain of custody, preventing claims of spoliation (tampering with evidence).
  • Collaborates with analysts in support of digital investigation techniques and provides guidance to stakeholders in the examination and retrieval of data and/or digital evidence, ensuring proper established practices and protocols are followed.
  • Provide technical summary of findings in writing or orally in accordance with established reporting procedures and communicates technical concepts to non-technical audiences.
  • Create and maintain incident management SOP for preservation, documentation, protection and custody in support of FOIA and eDiscovery data, information and forms.
  • Manage the processing of complex FOIA requests to support the agency’s mission of transparency, accountability, and compliance with federal information disclosure laws while protecting national security and sensitive information.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

GS-14:
You qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government (obtained in either the public or private sectors)., which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Documented experience of basic physical computer components and architectures, with a specific focus on their relevance to digital forensics investigations.
  • Understanding the specific requirements for handling electronically stored information (ESI) within various legal frameworks, including evidence collection, chain of custody, and admissibility rules.
  • Establish and maintain working relationships with internal and external stakeholders to exchange information, assist in research and provide recommendations to methods and techniques to evaluate data, digital evidence, a variety of technologies and/or analytical support.
