Duties

Help
  • You will ensure that the organization’s strategic plan, mission, vision, and values are communicated.
  • You will articulate and communicate to the work center any assignments, projects and problems to be solved that was received from the supervisor.
  • You will use, identify, distribute and balance workload and tasks amongst the work center.
  • You will monitor and report work progress to the supervisor; adhere to and follow the supervisor's objectives, and mutually agreed upon deadlines, projects, tasks to be completed.
  • You will ensure that all personnel handling classified information or equipment have appropriate security clearances.
  • You will be responsible for analyzing cryptographic supply transactions, providing customer service for routine and emergent critical shortages of embedded cryptographic equipment requiring special handling.
  • You will process destruction documents and advance receipts.
  • You will perform other duties as assigned.

  • The incumbent must possess a TOP SECRET clearance with access to TOP SECRET cryptographic material authorized and be cleared NATO COMSEC TOP SECRET with access to NATO COMSEC cryptographic material authorized.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is part of the Department of Defense (DoD) Security Professional Educational Development (SPeD) certification program.
  • The selectee is required to obtain Security Fundamentals Professional Certification (SFPC) certification within two years of placement in the position and maintain the certification as long as they remain in the position.
  • The selectee is required to obtain Security Asset Protection Professional Certification (SAPPC) certification within two years of placement in the position and maintain the certification as long as they remain in the position.

Qualifications

To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying knowledge of a wide range of security concepts, principles, and practices, gained through extended study or experience, and skill in applying this knowledge to review independently, analyze, and resolve difficult and complex COMSEC problems.
  • Experience managing COMSEC equipment IAW DON and national policies and Navy Supply practices.
  • Experience with warehouse management, organization, control and accountability.
  • Experience demonstrating an understanding of FIAR requirements, FIAR Key Supporting Documents, Supply database management (i.e. CAV, CAV-RP, etc...) to include supply paperwork DD-1149's and DD-1348's.
  • Experience in COMSEC Management including knowledge of COMSEC receiving and shipping and overall COMSEC safeguarding.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related.

Work may require occasional overnight travel away from the official duty station. Incumbent
must have a valid driver's license to operate a Government Owned Vehicle (GOV) for CONUS
TDY.

The incumbent will be required to successfully complete a pre-employment physical examination.

This position has been identified as Mission Essential (ME) due to the specialized capabilities that
have influence on the mission and operations of the organization. The incumbent is subject to recall
to support short-term emergency requirements.
