Help

Office of Chief Counsel (CC) is seeking an attorney to work in the Finance and Ethics Section (F&E). F&E supports and advances the mission of the Drug Enforcement Administration (DEA) by providing advice on fiscal, contracting, and procurement questions or issues and overseeing the ethics program. F&E advises on the processes of government procurement that enable and authorize executive branch agencies to acquire goods and services, including reviewing contracts, serving on contract review boards, and addressing issues arising from these processes, such as providing advice regarding unauthorized commitments and Justifications for Other Than Full and Open Competition/Exception to Fair Opportunity. Also, F&E attorneys represent DEA in administrative litigation before the U.S. Government Accountability Office and the Civilian Board of Contract Appeals.

Duties includes:

  • F&E ethics counselors provide advice and guidance on all ethics-related issues such as gifts, fundraising, use of official title and resources, outside employment, travel reimbursement from non-federal sources, and seeking/post-employment questions.
  • Fiscal law responsibilities include ensuring compliance with fiscal statutes and regulations, including providing advice on different funding authorities and availability of appropriations to assist DEA execute its mission.
  • F&E is responsible for answering questions and providing guidance related to Task Force agreements, Memoranda of Understanding/Agreement, Intellectual Property, and Official Government Vehicle use.

  • Must be active member of a Bar Association
  • Initial appointment is conditional upon a satisfactory pre-employment adjudication. This includes fingerprints, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

All applicants must be an active member of a bar in good standing (any U.S. jurisdiction) and possess: 1) a J.D. degree (or equivalent) and have at least 1-year post-J.D. (or equivalent) legal or other relevant experience; 2) excellent academic credentials; 3) strong oral and written advocacy skills; 4) superior legal research and analytical skills; 5) demonstrated ability to function with minimal guidance in a highly demanding environment; 6) Five (5) years of legal experience is preferred; and 7) Fiscal and Contract law experience preferred.

Years of post J.D. (or equivalent) legal experience for the specific grade level requirements listed below:

  • At least 2 years of post J.D. litigation and/or judicial experience to qualify for the GS-13 grade level.
  • At least 3 years of post J.D. litigation and/or judicial experience to qualify for the GS-14 grade level.
  • At least 4 years of post J.D. litigation and/or judicial experience to qualify for the GS-15 grade level.

Education

A J.D. degree from a law school accredited by the American Bar Association. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
