Duties

Help

  • Serves as a Continuity Management and Program Analyst (i.e. Management and Program Analyst) for the agency, assisting in the development and implementation of the agency wide Continuity of Operations program and other related programs;
  • Coordinates with the SEC Divisions and Offices to ensure updates to the Continuity personnel roster and ensures support for the implementation of program resources;
  • Ensures the administration and the readiness of continuity communications capabilities in accordance with applicable federal regulations, directives, and guidance;
  • Conducts programs and project management tasks in support of administrative tasks;
  • Develops and reviews written documentation such as program procedures, training materials, and exercise plans; and facilitates continuity tests, trainings, and exercises to prepare SEC staff for operational and market incidents;
  • Writes, develops and reviews written documentation of contingency plans and procedures.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes the following:

1) Collaborating with senior leadership and programs' stakeholders to implement a federal continuity of operations (COOP) program and related contingency programs in accordance with presidential policy and federal continuity directives (e.g., programs specific to Presidential Policy Directive 40 (PPD-40): National Continuity Policy, the Federal Mission Resilience Strategy, Federal Continuity Directives (FCD), and the White House Office of Science and Technology Policy (OSTP)/Office of Management and Budget (OMB) Directive D-16-1.) ; AND

2) Leading continuity communications programs or processes in accordance with applicable continuity-specific presidential policy and federal continuity directives (e.g., programs specific to Presidential Policy Directive 40 (PPD-40): National Continuity Policy, the Federal Mission Resilience Strategy, Federal Continuity Directives (FCD), and the White House Office of Science and Technology Policy (OSTP)/Office of Management and Budget (OMB) Directive D-16-1.) ; AND

3) Developing continuity trainings and exercises consistent with federal regulations, directives and policies (e.g., programs specific to Presidential Policy Directive 40 (PPD-40): National Continuity Policy, the Federal Mission Resilience Strategy, Federal Continuity Directives (FCD), and the White House Office of Science and Technology Policy (OSTP)/Office of Management and Budget (OMB) Directive D-16-1.) ; AND

4) Producing and reviewing written documentation, including continuity plans, incident management, and applicable emergency response procedures.
