The incumbent, as Deputy Chief Human Capital Officer (DCHCO), serves as an advisor to top agency executives and senior agency managers on the impact of policies, proposals, and decisions on strategic management of human capital, quality control, audit readiness, recruitment and staffing, employee benefits and work life, labor and employee relations, succession and workforce planning, executive resources, position classification, and career development. Possesses broad and deep federal human capital technical expertise. Demonstrates a multi-discipline understanding of human capital and how it supports the mission, goals, and work environment of the FTC. Plans, directs, administers, technical advice, assistance, and guidance to agency bureaus, offices, and regions.
Alongside the Chief Human Capital Officer (CHCO), the incumbent provides expert guidance and leadership in all federal human capital areas such as staffing, recruitment and position classification; policy and accountability; employee and labor relations; employee development and training; personnel security; and human resources information systems. Serves as a key advisor to the CHCO in aligning the agency's human resources policies and programs with organization mission, strategic goals, and performance outcomes. Manages the formulation, development and implementation of human capital strategy, accountability, privacy, and customer service policies, procedures, and other matters. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
MTQ 1: Human Capital Management: Experience leading a human capital management program for an independent agency or leading a major human capital operational component of a large, complex, multi-layered agency or department, which covers the full spectrum of leadership responsibilities for multiple federal human capital programs, including at least three of the following areas: staffing and classification; employee and labor relations; performance management and recognition; compensation and benefits; telework and work-life programs; human capital information systems; policy and accountability; and/or strategic human capital planning.
MTQ 2: Customer Service and Service Delivery: Experience in creating, managing, and implementing organizational plans and goals that focus on improving customer relations and service delivery within the context of an operational environment, to include conducting organizational skills assessments, and developing and implementing change and succession and workforce planning strategies. Understands the customers' business and their people and identifies and engages stakeholders. Must be proactive and future oriented to anticipate HC related needs. Should be familiar and have high working knowledge of Artificial Intelligence (AI).
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
