Help

As the Executive Vice President for Environment, Fish and Wildlife you will:

  • Serve as a key member of the BPA senior leadership team.
  • Provide executive leadership in the planning, development, and administration of programs, systems, and processes which are functionally critical for BPA to manage its Environment, Fish and Wildlife programs. These responsibilities also include ensuring that internal and external relationships are strong and collaborative.
  • Direct organizational activities, frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
  • Set all internal control standards for effectiveness, efficiency, and productivity and assess all organizational policy, program, and project viability.
  • Determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and directs implementing actions.
  • Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
  • Create and maintain a cost conscious and results oriented atmosphere, which is characterized by innovation, customer focus, continuous improvement, and competitive orientation.
  • Analyze, assess, and develop BPA's recommendations, strategies, and policies associated with governmental, tribal, industry, and interest group initiatives associated with environment, fish, and wildlife programs and the operation and maintenance of a high voltage hydro-electric power system.
  • Manage development, planning, and implementation of policies and strategies for environmental compliance associated with BPA actions, and address fish and wildlife issues integral to BPA's business responsibilities and its commitment to stewardship of the region's Environmental resources.
  • Develop, endorse, and drive the values, habits, tools, and skills that improve the effectiveness and efficiency of BPA's Environment, Fish and Wildlife function by overseeing the development, implementation, and management of plans, programs, processes, products, or policies to improve performance relative to internal objectives, external targets, and benchmarked peers.
  • Drive business process change and continuous improvement throughout BPA and the region through post implementation support services and fostering greater collaboration among internal and external stakeholders.
  • Serve as a member of the Bonneville Enterprise Board and as a key policy formulator and decision maker in BPA's strategic planning, fiscal strategies, and business decisions.
  • As the principal corporate steward for Environment, Fish and Wildlife, create and maintain an organization that exemplifies the agency's core values of Trustworthy Stewardship, Collaborative Relationships, Operational Excellence, and Safety.
  • Serve as an authoritative representative and liaison on behalf of BPA in collaborating on agency strategies with respect to environment, fish, and wildlife programs. Responsible for maintaining executive-level relationships with other BPA and DOE executives, as well as executives and representatives of other federal agencies, Indian tribes, and state and local government, elected officials, major industries, and advocacy groups.
  • Within the BPA organization, ensure team oriented, effective, harmonious, and productive working relationships within your business unit, between business units, and with those positions key to the effective accomplishment of BPA's business, marketing, compliance, and customer service objectives.
  • Ensure that your organization provides assistance and consultation to all employees to facilitate their personal and professional development in a manner which contributes to the accomplishment of BPA's goals and objectives.
  • Provide understanding, support, and leadership in administering the BPA EEO program for all applicants and employees. To the full extent of your authority and responsibility, provide and ensure fair and equitable treatment for all employees in personnel policies and practices including recruitment, selection, placement, counseling, training, career development, promotion, and adverse action.

Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1: Demonstrated ability to provide leadership and direction to a large organization engaged in environmental compliance and fish and wildlife program management to meet agency responsibilities and ensure stewardship of natural and cultural resources.

TQ2: Demonstrated experience establishing and managing partnerships with a diverse set of external stakeholders (e.g., customers or public, private, tribal, and foreign stakeholders) to develop policy, negotiate agreements, coordinate resources, and resolve policy issues and program conflicts.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
