Summary

The position is located in the Bureau of Global Public Affairs, Research and Analytics Division, Office of Research (GPA/RA/RE). The incumbent serves as a senior Program Analyst who leads studies concerning social science and communications research to produce audience profile reports, produce campaign audience research reports, conduct focus group research, and produce pre-campaign message testing recommendations for the Bureau’s campaigns and activities.

Duties

Help
  • Plans, organizes, and leads research projects and/or team studies to analyze, evaluate, and/or develop policy positions on GPA communication programs, efforts, mission, goals, and objectives.
  • Determines and develops short- and long-range plans, objectives, and goals to promote research initiatives to evaluate the effectiveness of, implement, and administer GPA products and programs.
  • Negotiates with management to build consensus and implementation of recommendations for a course of action in program design acceptable to the Bureau.
  • Represents GPA at meetings, briefings and conferences and serves as a member of USG ad hoc committees and strategies and plans groups involving audience research and strategic engagements.
  • Applies a wide range of qualitative and quantitative methods of analysis to evaluate the efficiency and effectiveness of GPA programs and operations.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience using a wide range of qualitative (e.g. focus groups), and/or quantitative methods (e.g. randomized controlled trials (RCTs), content tests, and surveys) to analyze foreign audiences to assess or improve communications program effectiveness.
  • Experience planning, organizing, or leading research projects and/or team studies to analyze, evaluate, or develop recommendations for communication programs.
  • Experience negotiating with management and/or other organizations to accept and implement communications recommendations.

There is no substitute of education for specialized experience for the GS-14 position.
