Summary

You will serve as a STAFF SUPPORT SPECIALIST for Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Field Operations Center-East in Atlanta, GA or Field Operations Center-West in Citrus Heights, CA. This position provides a variety of assignments and special projects in support of the work of the Director and Deputy Director.

Help

As a STAFF SUPPORT SPECIALIST at the GS-0301-9/11, some of your typical work assignments may include:

  • Assist the Administrative Officer (AO) in assessing the effectiveness of several Administrative functions performed in the department, e.g. budget, procurement and/or supply, facility and lease management, telecommunications, time and attendance, travel, and records management.
  • Perform administrative functions supporting the deployment of staff to various disaster sites to assist disaster survivors.
  • Implement policies and procedures on the acquisition of supplies and services.
  • Monitor the accountable property function as required.
  • Ensure routine and emergency maintenance of leased facilities is performed.
  • Utilize mobile and desktop productivity applications such as web browsers, email, spreadsheets, and word processing.
Note: The duties listed above are for both grade levels. At the lower grade level, closer oversight from the Team Lead or supervisor may be provided.

  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.:

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This specialized experience must demonstrate the following:

  • Collects data from diverse sources such as Tableau, Power Bl, unified lending platforms, various other databases that may not be interconnected to analyze trends and develop statistical and narrative reports used for operation performance determinations (after action reports) and program improvement efforts; AND
  • Utilizing analytical tools and methodologies, the incumbent gathers and assesses data related to resource utilization (i.e. equipment, deployments, office supplies, and IT equipment), staffing needs, process bottlenecks, and customer satisfaction; AND
  • Researching and analyzing data files, electronic systems, or other sources and presenting findings and/or recommendations to management.

To qualify by education, you must have completed two (2) academic years of progressively higher-level graduate education OR Master's degree (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) directly related to the position for example Business Administration, Public Administration, and Organizational Management. Education must be in a field which demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. OR
A combination of education and experience. For example, 1 full year (18 semester hours or 27 quarter hours) of graduate-level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This specialized experience must demonstrate the following:
  • Experience utilizing mobile and desktop productivity applications such as web browsers, email, spreadsheets, and word processing; AND
  • Researching and analyzing data files, electronic systems, or other sources and presenting findings and/or recommendations to management; AND
  • Communicating orally and in writing on an organization's mission, policies, guidelines, and/or procedures to various audiences; AND
  • Reviewing internal written communications for accuracy prior to release to external sources such as other federal agencies and/or the general public for adherence to program policy guidelines.

To qualify by education, you must have completed three (3) academic years of progressively higher-level graduate education OR Ph.D. or equivalent doctoral degree OR LL.M., in a field directly related to the position for example Business Administration, Public Administration, and Organizational Management. Education must be in a field which demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. OR
A combination experience as described in "A" and graduate level education as described in "B", when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of two full years (36 semester hours) may be used in this calculation. To compute, first determine the total number of graduate level hours that exceed 36 semester hours, and then divide that number by 18 to arrive at a percentage. Then, divide the total number of months of qualifying experience by 12 to arrive at a second percentage. Add the two percentages together. The sum of the percentages must equal at least 100% to qualify.
