Duties

Help
  • You will oversee critical functions in requirements analysis, automated supply systems, and Information Technology processes.
  • You will analyze and implement management information systems to support customer logistics, supply, and financial needs.
  • You will provide technical guidance to stakeholders, analyze design proposals, and coordinate with relevant personnel.
  • You will perform data management for software, migrate date to newer versions, troubleshoot accessibility issues, and develop software applications.
  • You will determine strategic and tactical planning/execution of functional design, technical design, and analysis, programming, and testing of all systems involved.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the following:

  1. Managing procurement systems including the development and implementation of project plans to align with organizational goals and ensure effective resource utilizations.
  2. Leading system enhancements and data migration efforts, defining project scope, deliverables, and technical requirements for transitioning legacy systems to modernized platforms.
  3. Managing full lifecycle of procurement applications to ensure seamless data transfer, system functionality, and adherence to acquisition regulations.
  4. Managing project budgets, controlling costs, and providing financial reports to ensure project remains within allotted resources.
  5. Effectively communicating project updates to senior leadership and facilitating collaboration among cross-functional teams to ensure alignment and success.

Specialized experience must demonstrate the six competencies, as defined:

1) DEVELOPING OTHERS - Develops the competencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential. Actively encourages and supports enhancement of a joint perspective.
2) INFORMATION RESOURCES MANAGEMENT - Develop or implement strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions.
3) INFORMATION TECHNOLOGY OPERATIONAL PERFORMANCE MEASUREMENT AND MANAGEMENT - Conduct periodic performance assessments to ensure that information technology (IT) activities, processes, or components are achieving desired results.
4) INFORMATION TECHNOLOGY PROJECT MANAGEMENT - Execute an information technology project from initiation to sustainment to fulfill established requirements that meet specified business missions.
5) MANAGING HUMAN RESOURCES - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
6) ORAL COMMUNICATION - Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
