Summary

This Position serves as the Hospital Housekeeping Officer, the Chief of Environmental Management Service (EMS) at VA Hudson Valley Health Care System (Montrose & Castle Point) and works under the general administrative supervision of the Medical Center's Assistant Director. The position is responsible for implementing and managing the Environmental Management Service activities within the medical center policies.

Major duties include, but are not limited to:

  • Serves as the technical authority within the VA HVHCS on assigned core sanitation, consolidated laundry, textile management, groundskeeping, landscaping, and waste management programs;
  • Utilizes knowledge of products, equipment, and development within the Environmental Management field, especially with concerns to infection control;
  • Understands the effects of hospital environment appearance and cleanliness as they affect patient mood and project a public image;
  • Resolves a wide variety of hospital problems throughout the medical center and outpatient clinics;
  • Provides input to areas on disinfection procedures, handling and disposal of biohazardous waste, precaution and disposal of anti-neoplastic materials;
  • Provides input to intermediate, long- and short-range planning, establishing overall policy, and assists in formulating the environmental management program to align with the overall medical center's mission;
  • Oversees services provided through contractors which may include but not limited to integrated pest management, laundry/linen services, document shredding, waste management, landscaping, grounds management, and window washing services;
  • Serves as an ad hoc member and resource person for a myriad of special projects and remodeling efforts;
  • Identifies developmental and training needs of employees, providing for and arranging needed development and training;
  • Approves leave and initiates incentive awards;
  • Monitors and analyzes both production efficiency and organizational structure in order to implement and/or recommend process and organizational changes;
  • Has delegated responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs and organizational effectiveness;
  • Serves as the Chief of VA Hudson Valley HCS EMS, which is comprised of 112 FTEE and spans multiple facilities within the VA Hudson Valley Health Care System;
  • Interviews and selects applicants for appointment and promotion, evaluating their performance, maintaining discipline, orientation, and training in compliance with VA regulations pertaining to employment, EEO and union/management relations; and
  • Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications

To qualify for this position at the GS-13 level, you must meet the following requirement:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Hospital Housekeeping Officer and that is typically in or related to the work of the position. Qualifying experience at this level includes performing or assisting in performing duties associated with planning, directing, managing and monitoring all aspects of an environmental management services in a healthcare setting; exercising both administrative and managerial responsibilities in overseeing areas to include environmental sanitation, pest management, waste management and recycling, interior design, and laundry/linen service; assisting with determining long range, intermediate and short-range environmental management program goals and policies; training, counseling, disciplining, evaluating, and promoting the growth of employees; participating in setting employee performance standards; and communicating with individuals with varying levels of understand both in person and in writing.

Specialized experience must include experience in two or more of the following areas, or work directly related to the position to be filled.   • Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
  • Experience in laundry and linen management.
  • Experience in interior design management.
  • Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
  • Experience that demonstrated knowledge of pest management, including alternative methods of control and the selection and application of chemicals.
