Administrative/Supervisory

  • Manages the day-to-day functions of the assigned clinical pharmacy section in alignment with departmental standards. Direct and inspect work of subordinates for accuracy, timeliness, and completeness based on established standards. May be asked to provide temporary coverage for other clinical pharmacy sections in the absence of the assigned supervisor.
  • Provides active, visible leadership in clinical area to support staff, address barriers, and reinforce high practice standards.
  • Uses data to review and tracks work output, productivity, efficiency, patient outcomes, quality of performance measures, and workflow optimization taking corrective action as needed. Uses this information in strategic planning, performance appraisal, performance awards, or disciplinary action as appropriate. Interacts with human resources and labor relations (as applicable) to monitor and resolve employee performance and conduct variances.
Program Management
  • Continually assesses and evaluates pharmacy programs assigned to ensure proper
    delivery of pharmacy services. The incumbent accepts responsibility and accountability to ensure new clinical pharmacy services are developed and implemented and existing services are monitored and developed to meet best practice and productivity standards.
  • Defines and establishes effective process monitors, outcome metrics, and quality controls to maintain the integrity of medication management systems under the incumbent's supervision. Takes appropriate action to meet metrics, monitors, and practice standards and promote a culture of continuous improvement to meet established goals.
  • Participates in and leads performance improvement and systems redesign activities to improve the availability and quality of clinical pharmacy services under the incumbent's supervision.
Clinical Practice
  • Attends and actively participates in interdisciplinary team meetings, conferences, and other scheduled meeting events as required for their area/s of clinical coverage.
  • Documents patient care encounters, interventions, and recommendations via the electronic health record progress notes and consults (where appropriate), demonstrating the ability to communicate orally and in writing to persuade and influence clinical and management decisions. Written documentation in the EHR is required for all episodes of patient care. Patient care interventions are documented in the electronic health record utilizing the PhARMD Tool.
  • Reports and documents medication errors, near misses, adverse drug reaction, and allergies to meet facility practice standards.
Communication
  • Establishes, develops, and maintains effective working relationships and rapport with Facility Providers, Nursing and other departments as needed. Serves as a source to resolve questions and problems affecting hospital staff members and patients.
  • Expected to communicate in a manner that affords internal and external customers the ability to experience positive exchange and outcomes.
Education and Training
  • Oversees and maintains initial and annual competency documentation based upon the specific clinical functions/activities of staff. New staff are onboarded and have training planned, provided, and documented to ensure seamless transition to the section, Pharmacy Service, and facility.
  • Responsible for helping to ensure sustainment of applicable residency training program(s) which includes being equipped, qualified and readily available to serve in a residency leadership role (Program Director or Coordinator).

Scholarly Activities and Research
  • Demonstrates knowledge of the design, conduct, and interpretation of research related to his/her practice area as applicable.
  • Promotes and participates in presenting research findings at local, state, national, or professional meetings.
  • Serves as a preceptor of resident research projects, as assigned.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, Tour may be adjusted or extended to meet patient care needs.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education:
    • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
    • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations: GS-13 Pharmacy Supervisor
  • Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
  • Assignment. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.
  • Pharmacists assigned to this position must demonstrate the following KSAs:
    • a. Ability to effectively supervise subordinate staff.
    • b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
    • c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
    • d. Skill in managing people or programs.
Preferred Experience:
  1. PGY2 Pharmacy Residency in Psychiatry
  2. BCPP certification through the Board of Pharmacy Specialties
  3. Experience working as a Clinical Pharmacist Practitioner (CPP) in Mental Health providing direct patient care with a scope of practice or equivalent
  4. At least one year of Supervisor or Management experience
  5. Active DEA license and experience prescribing and managing controlled substances.

The full performance level of this vacancy is GS-13.

Physical Requirements: Position is relatively sedentary (computer /desk work); however, will involve moving around all areas of the office, stock rooms, warehouse and will include reaching above shoulder, bending, stooping, etc.
