The Deputy Chief of Staff exercises G-1 program management responsibilities which support USAWHC's core competencies of Sourcing Combatant Command and Service requirements with conventional land forces; Training and Readiness Authority (TRA) of the Army National Guard (ARNG) and United States Army Reserve (USAR) during pre-mobilization; supporting post-mobilization training, deployment, and demobilization of ARNG and USAR units In the continental United States (CONUS), Puerto Rico, and the Virgin Islands. Serves as the Deputy Chief of Staff, G-1 with responsibility for Human Resource Management, including the management of the Command's Senior Executive Service program, Civilian and Military Human Resources programs, Adjutant General Management, Well-Being Programs, Health Promotion/Risk Reduction, Ready and Resilient Campaign (R2C), Army Training and Leader Development (Military and Civilian), Family Readiness Support Assistants (FRSA), and Integrated Disability Evaluation System (IDES). The scope and complexity of the G-1 's responsibilities are represented by a broad range of functions to include military and civilian HR management, Retention, individual and unit personnel readiness, strength management, and mobilization/deployment of HQDA's largest Army command consisting of a military force of 87,000 including both active and reserve Army components and a civilian workforce exceeding 7,000 employees, who are in a wide variety of occupations and professionals, in grade levels encompassing the full spectrum of civilian and military career levels, including Senior Executive Service and General Officer levels. Sets operating procedures necessary to fulfill USAWHC missions and functions. Interprets and clarifies policies and directives from DoW, USNORTHCOM, USSOUTHCOM, and HQDA, assesses impact on personnel mission, and directs appropriate action. Collaborates with the CG, USAWHC, USNORTHCOM, USSOUTHCOM, HQDA G-1, and M&RA, and Army counterparts in formulating and establishing USAWHC policies relating to the management and utilization of personnel and resources. Ensures compliance with policy, guidance and memorandums of understanding or agreement. Responsible for an annual G-1 OMA budget exceeding $1.0 million with staff oversight and Influence In the planning, development and execution of the G-1, Retention budgets in USAWHC subordinate commands, Mission Support Elements, and field organizations exceeding $150 million. Serves under the general direction of and receives broad strategic guidance from the Chief of Staff, HQ USAWHC. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence and effectiveness for contribution to overall USAWHC mission. Oversees a workforce of 80 combined military and civilian personnel; directly supervises personnel at the COL/GS-15 level.

CONDITIONS OF EMPLOYMENT:

  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. You must sign a mobility agreement.

There is NO requirement to prepare a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualification (TQ).

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ 1: Knowledge of and experience in leading and managing large-scale human resource functions in a complex, dynamic, and mission-driven environment with the ability to drive organizational change, instill a culture of continuous improvement, and ensure the alignment of military human resource strategies with the broader military goals at the strategic level in support of the major command or a major subordinate command (or higher).

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
