Duties

Help

  • Leads all essential architecture activities for cyber, IT, and information/knowledge management (IM) services which comply
    with legal, regulatory, and AF/DoD-directed requirements and meet mission customer needs. Recommends restricting, reorienting,
    and/or recasting of immediate and long range goals, objectives, plans, and schedules to meet substantial changes in legislation,
    program authority, and/or funding.
  • Serves as senior technical advisor on all cyber, IT, and IM organizational activities. Continually assesses policy needs and
    interprets broad DoD, Air Force, and other higher headquarters guidance and applies it through development of policies for the
    organization's mission accomplishment.
  • Makes periodic, comprehensive architectural assessments and evaluations of capability based goals/objectives which provide
    a basis for long and short-range planning to enhance the organization's support capabilities.
  • Represents the organization in a variety of installation and functional area activities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is defined as developing new or making modifications to existing applications software; performing analysis and application software design and implementing analysis information systems which are characterized by the need for problem analysis.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring,
and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating,
managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead
and manage information systems planning, development, implementation, operation, and maintenance.

2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include
providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities
such as life cycle management and program governance.

3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and
infrastructure requirements; includes translating functional requirements into technical requirements used for logical
design or alternative technologies or approaches. Ability to research and analyze external products to determine their
potential for meeting mission requirements and business needs.

4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with
individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who
exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work
effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy
those needs.

5. Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and
cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set
priorities, cause change, and accomplish organizational goals.

6. Ability to plan, organize, and direct the functions of a unit and mentor, motivate, and appraise subordinate staff.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
