Summary

The Management Analyst Policy (MAP) serves as a senior professional contributor to the work of the Deputy of Policy and Technology (DPT) , in the Office of the Executive Director for the Loan Guaranty Service, VBA. The MAP serves as a consultant and advisor to the DPT, and manages a portfolio of policy-related responsibilities. This position is vital to achieving the goals of the DPT and associated staff by tracking, planning, and facilitating work in pursuit of broader LGY policy goals.

Specific duties include:
The Management Analyst, Policy, reports to (DPT) for the Loan Guaranty Service. The incumbent ensures the smooth flow of information in and out of the supervisor's office, conducting pre-analyses of information and prioritizing against the (DPT) and organizational needs and expectations. The MAP will perform duties that recognize the business relevance of process, technology, and human capital, with each priority against current needs and balanced upon strategic objectives. The MAP is responsible for ensuring the optimization of the supervisor's time and effort toward achieving operational business results. The MAP leads and facilitates initiative-based projects of short- and intermediate-term projects in this domain. This work addresses a combination of complex and/or confidential personnel and business information, project management, and various ad-hoc activities of importance to the Director of Policy and Technology.

  • Operational Excellence- in LGY focuses on the factors that convert limited human and financial capacity, architected business processes, and technology tools into the desired Program outcomes. Successful efforts tend to reflect collaborations of end-users, other subject matter experts, supervisors, and other employees. The ability to create new ways of producing are limited at times by established policy, procedure, federal or other regulations or directives. In the Policy domain, the MAP focuses on operational implementation of the following activities.
  • Strategic Leadership and Implementation Advisor and Consultant- LGY's home loan benefit program is diverse, with complex interconnections across business functions. The incumbent must successfully conduct activities, resolve complex and highly visible problems, and make experiential technical decisions across functional areas within the policy and general administration
    domain.
  • Project Management and Process Improvement- The MAP leads or contributes to visible projects and ensures completion of associated activities. Project management of these initiatives is considered 'full lifecycle', with the incumbent responsible for
    participating, directing, managing, and/or performing all aspects under the very broad guidance of the supervisor from intake through all steps necessary to fully achieve success.
  • Leadership, Communication, and Teamwork-Provides proactive, well-formed data, information, and reports to the (DPT), and on occasion to LGY leadership as the supervisor's designee, including complete and accurate responses regarding matters of interest or concern to the (DPT).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/02/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS-13 grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience:
  • GS-14 Level: Specialized experience is defined as possessing knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent also should extensive knowledge of the role VA and the LGY program play in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel
to and attendance at meetings and conferences away from the work site. No special physical effort or ability is required to do the work.
