Help
  • Manages and oversees printing and publishing work and related contracting tasks for all branches of the Federal government which includes developing specifications and awarding contracts, to terminating contracts for the good of the service.
  • Maintains a comprehensive personnel management program which embraces employee relations, recruitment, placement, training, as well as recommendations for job classifications, promotions, separations, and other actions.
  • Establishes protocols for handling customer relations and develops performance metrics for the assigned unit.
  • Performs the full range of management and supervisory work for multiple subunits composed of multiple teams. Manages through subordinate supervisors to accomplish administrative and technical supervision of the work.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level (PG-14) or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Printing Officer, PG-1654-15, you must meet the following requirements:

Individual Occupational Requirement (IOR):

Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

Specialized Experience:
Examples of qualifying specialized experience include:

  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.
In addition to the above IOR, to qualify for Printing Officer at the PG-15 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-14 grade level in the Federal Service. Specialized experience includes:
  • Providing administrative and technical supervision for printing and publishing work/programs; and
  • Providing support and guidance on contractual decisions and procurement policies/procedures; and
  • Collaborating with internal and external stakeholders to advise of problems and/or issues arising under contracts; and
  • Managing or supervising a workforce, including overseeing workload volume and evaluating employee performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education in lieu of one year of specialized experience may not be used for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation For a Public Trust
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a High-Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for High-Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
