The incumbent serves as Deputy Chief in the Health Administration Service (HAS) for the VA Salt Lake City Health Care System (SLCHCS). Incumbent reports directly to the Chief of Health Administration Service providing leadership and managerial support for substantial operations to fulfill the VA mission. The incumbent provides high-level leadership support to HAS, upper management and clinical services.

Duties Include but are not limited to:

  • The incumbent will provide direct supervision and leadership to section chiefs within HAS and work with the section chiefs to ensure day to day operations.
  • The incumbent will be under the direct supervision of the Chief, Health Administration Service and therefore may be asked to serve as Acting Chief, Health Administration Service in his/her absence.
  • Incumbent writes, reviews and develops policies as it relates to the sections that he/she directly supervises Health Administration Service.
  • Effectively evaluates programs for efficiency and productivity to support healthcare systems in patient administration. The incumbent supports the Chief Health Administration Service in analysis for increased utilization and optimization of HAS programs.
  • The incumbent will be responsible for leading HAS leaders in managing and sustaining the various programs and driving change initiatives in medical support staff related to the all clinical areas to include any Lead or supervisory staff in those sections.
  • The incumbent oversees contracts and fiscal management as it relates to various HAS programs.
  • The incumbent will be responsible for coordinating and supporting mechanisms for successful data collection and entry. The incumbent will be responsible to ensure accurate, timely and consistent data is entered into the Medical Center database.
  • Incumbent will manage programs that require in-depth training with the HAS Trainers to ensure that HAS and other identified Medical Center staff are educated and accountable for data management.
  • Incumbent is responsible for producing executive reports and analyzing dashboards for effective service wide improvements. Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly or annually to management.
  • Incumbent develops various ways to adapt to changing methods of delivering executive reports that may be required by VISN or VACO. Must demonstrate and apply sound knowledge of English usage and proper formatting and application in preparation of formal correspondence in response to inquiries, reports, audits, etc.
  • Incumbent must have managerial skills with a high degree of aptitude in oral presentation, written communications as well as a sound mathematical base to perform assignments Incumbent are involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment.
  • Incumbent must possess vast computer knowledge in creating and capturing data.
  • Responsible for oversight of effective program management in Health Benefits, Enrollment/Eligibility, Beneficiary Travel, Special Mode Transportation, Veterans Transportation System, Patient Funds, Lodging, Administrative Officers on Duty, Decedent Affairs, facility reports, and outpatient clinic operations.
  • Incumbent participates in investigating patient complaints on eligibility issues, transportation, and inpatient operations, clinic operations, and all other HAS operations.
  • Provide exceptional customer service by communicating and treating customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Identify opportunities to improve customer service and process quality. Handles conflict and problems in dealing with customers constructively and appropriately.
  • Reviews draft correspondence in response to inquiries from Veterans, Congressmen, Senators, Veteran Services Representatives, and other inquires.
  • Responsible for mitigating non-compliant providers with incomplete encounters errors brought forward by HAS Section chiefs. Reviews action required report daily and manage elevated errors that need correction.
  • Assures that staff distributes any incomplete encounter errors to the appropriate providers to process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

There is no educational substitution for the GS-13 level.

You may qualify based on your experience and as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises and directs comprehensive administrative support activities for enrollment and eligibility, medical records management and coding, and appointment scheduling; Provides solutions to existing and possible problems, identifies long and short-range needs; Formulates proposals for leadership consideration, and initiates improvement actions; Utilizes sound management practices to assist in the supervision and/or directing of administrative support activities; Provides budget oversight and serves as a subject matter expert and management consultant for administrative areas (e.g., enrollment, intake and insurance identification; bed management; oversight of clerical staff); Perform personnel support activities such as recommending hiring selections; evaluating performance; disciplinary actions; investigating patient and/or family member complaints; Determining and managing fund control for a budget, short and long range projections.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
