This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located in Carlisle Barracks, PA under the Department of Public Works Army Housing Office for the development, construction, operation, repair and maintenance of family housing.

Duties

Help
  • Review work order requests for repair, maintenance and construction submitted by the installation and tenants.
  • Conduct on-site visits to obtain information on site conditions and location.
  • Conduct on site visits during construction to check progress, verify contractor compliance and resolve problems.
  • Document inspections, meetings, and notes of conversations pertinent to projects and work orders.
  • Enter assessment reviews, inspection results and project data into an automated system on a daily basis.
  • Apply industry standards and accepted trade practices.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty travel (5% or less) away from the normal duty station.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's license in one of the 50 U.S. States or possessions to operate vehicles.
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Required: I have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes monitoring projects involving the maintenance and repair of installation housing; reviewing work orders and/or tenant complaints with supervisors, contractors, or local property managers to assure corrective action is in compliance with laws, directives and/or policies; tracking reports to implement proper remedial action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service,GS-07.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -no substitution of education for experience is permitted.
