Duties

Help

The primary purpose of this position is to serve as the Doctrine, Training, and Force Development Officer. Functions as the JFHQ-State principal staff officer in the areas of joint force development; supporting operational planning; joint doctrine; education and professional military development; staff training; exercises; and assessment. Serves as the primary staff officer for developing joint integration plans, joint training, joint professional military education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Provides JFHQ-State input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security. Develops and issues pertinent policies and training budget directives to enable effective planning at the unit level. Reviews budget estimates and requests and requires periodic reports to identify expenditures and current status to ensure proper management and control of funds are being exercised. Represents the J-7 in dealing with a variety of state and National Guard functional area organizations. Performs other duties as assigned.

  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

Military Grades: E-8 thru O-4

1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 18 months of experience in each of the following:
1. Experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
2. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
3. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
4. Experience preparing written communications and oral presentations.

Education

Education cannot be substituted for Specialized Experience for this position.

7. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment.
