This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard.

MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Applicants must be a current 0-7, have an executable COE for 0-7, or be nominated for 0-7.

Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.

This position is located at an Air National Guard single/dual flying unit or Replacement Training Unit. Its primary purpose is to provide leadership and management of the flying/training unit(s), to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

Duties:

  • Ensure flying hour/sortie program meets requirements, and the unit achieves mission training and/or combat readiness objectives.
  • Makes critical judgments and decisions regarding the safety of aircrew and passengers in resolving inflight emergencies and subsequent rescue efforts if a mishap results. Requires on-the-spot decisions which may be irrevocable, and of life or death consequences
  • Responsible for the development and implementation of a variety of federal, state and local programs to ensure mission effectiveness.
  • Coordinate policies, plans, programs, and requirements as the senior leadership levels of the Air Force, Major Command, wartime gaining commands, National Guard Bureau, and the Adjutant General's Office.
  • Serve on a broad range of committees and boards which formulate recommendations on policy, resource allocation, future planning, and provide feedback to leaders.
  • Maintain liaison with national, state, and local governmental agencies such as FAA, EPA, law enforcement, disaster relief, airport management and others on matters of operational and environmental safety, protection of resources and dignitaries, and other issues of possible unit impact.
  • Demonstrate mission capability through a series of extensive Air Force inspections.
  • Ensure required record and documentation of program are maintained. Ensure a functional base information systems plan which provides for equipment/data security, communications, data processing, and audio/visual services.
  • Perform pilot or navigator duty requirements as directed by National Guard Bureau.
  • Perform other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. SPECIALIZED EXPERIENCE: Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
