Major Duties include but are not limited to:

  • Responsible for the total operation, direction, control, and administration of the Police Service Parking program at the assigned medical facilities 7 days a week, 24 hours a day
  • Performs a range of duties to support the parking program that include special event parking plans, coordination, and on-site event support and registering employee vehicles in the police parking system
  • Issues/collects parking passes; coordinating and monitoring parking fee collections; facilitating parking employee garage access; tracking parking data, generating reports, and analyzing data to determine
  • Distributes, controls, and collects parking permits for over 2,200 employees at three medical centers in different geographic areas
  • Registers employee vehicles and inputs vehicle and employee data into a security database linked to police investigations and physical security
  • Issues parking passes and collects parking passes when employees depart and clear the VAMHCS
  • Tracks parking pass assignments and payments
  • Coordinates with VAMHCS Payroll Section to collect parking fees and informs Payroll of employee departures to stop parking fee payments
  • Inspects parking permits and analyzes parking permit data to prevent fraud, waste, and abuse through the unauthorized use of parking passes
  • Coordinates parking access with contractors and visitors as well as parking garage employee access
  • Provides excellent customer service by answering questions and addressing problems via email, phone, and in person.
  • Protects employee and vehicle data
  • Studies and analyzes problems involving parking situations identified through inspections and adjusts to appropriate parking controls.
  • Drafts/Revises Police Service Parking Standard Operations Procedures (SOP) for Chief of Police review and approval
  • Responsible for compiling and submitting various reports on a recurring basis. Monitors active employee rosters to facilitate and ensure proper collection of parking fees and prevent fraud
  • Performs parking security assessments on the safety of personnel and physical protection of vehicles to protect them from damage and theft
  • Plans and recommends installation parking security systems which may involve personnel access controls, physical protection devices, monitoring equipment security forces, and other security measures
  • Investigates, mediates, responds, and resolves all parking complaints and problems
  • Makes parking decisions involving employee reasonable accommodations through the Human Resource Office
  • Knowledge of ADA and OSHA rules and regulations to ensure compliance with safety standards and accessibility requirements. Familiarity with Reasonable Accommodations to facilitate with HR for ADA parking passes
  • Ability to create, formulate spreadsheets; enter, retrieve, correct, tabulate, filter, and sort data; combine graphs and charts with power point presentations; and present findings
  • Familiarity with comptroller functions, processes, and procedures to facilitate parking fee payments
  • Basic knowledge of project management, inspection practices and procedures
  • Ability to develop, implement, and follow up on corrective action plans
  • Advanced knowledge of a wide range of parking programs, principles, planning, procedures, practices, and operations to review, analyze, and resolve difficult and complex parking problems, advise senior leadership, ensure compliance, plan program activities and manage projects, provide guidance and clarification, and recommend changes or improvements
  • Ability to plan and manage space, considering physical security, ADA, safety, efficiency, weather, and protocol
  • Knowledge of parking safety measures and physical security rules, regulations, methods, controls, and practices to assess the physical security of vehicles and safety of personnel. Knowledge of parking security systems to plan and recommend installation of such systems
  • Knowledge of quantitative and qualitative methods to perform cost analyses, root cause analyses, process improvement, and physical security and safety inspections
  • Knowledge of various clerical functions, practices, and processes, and significant knowledge of automated systems including Excel, Word, Outlook, SharePoint, TEAMS, and LEAF

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

General Experience: Progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.

Specialized Experience: GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
