Duties

Help
  • You will oversee all AUTEC technical processes; striving for commonality and efficiency while providing for the stewardship, training, and implementation of those processes.
  • You will identify, develop, implement, oversee and coordinate AUTEC's systems engineering tools and processes.
  • You will review and approve of AUTEC project systems engineering milestones such as reviews, technical assessments, risk reviews, critiques and similar activities.
  • You will serve as a member of the Division Newport CHENG Council.
  • You will establish and maintain an AUTEC system Engineering Council, serving as leader.
  • You will oversee the coordination of Science and Technology initiatives and internal investment efforts within AUTEC, ensuring proper alignment with the overall Undersea Warfare strategy and requirements of the Navy community.
  • You will maintain awareness of AUTEC technical programs and identify advanced development topics and/or opportunities to pursue.

  • You will promote partnership with other departments at Division Newport and other Naval Warfare Centers on technology and strategy initiatives/proposals.
  • You will ensure Research and Development activity identifies and evaluates advanced technologies and processes.
  • You will act as an engineering advocate to facilitate communication on significant technical issues and opportunities.
  • You will work closely with the Code 70 CHENG and Department leadership, including supervisors and TPMs, to ensure compliance with Navy systems engineering policies, NUWCDIVNPT Engineering Instructions and applicable Department policies.
  • You will be responsible for managing AUTEC's risk management process for all projects, ensuring detailed risk mitigation plans are in place to maximize the potential for meeting program objectives and to ensure timely reporting the senior leaders.
  • You will be called upon to lead the investigation and resolution of significant technical problems as a technical leader.
  • You will be accountable for ensuring that AUTEC maintains a whole-system perspective to meeting mission needs and ensures that systems analysis, engineering, and integration activities result in technically acceptable system solutions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to lift/carry up to 44 pounds.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band ND-04 (GS-12/13 Equivalent) in the federal service or equivalent experience as a professional engineer of AUTEC test operations procedures and improvement of underwater Range program operations.
1) Ability to manage and lead a across a large organization and to establish, implement and measure performance of policies, instructions, and agreements to ensure that engineering policy is consistently implemented and executed
2) Knowledge of DoD/DoN systems engineering requirements and process, systems modeling and analysis, acquisition engineering requirements and process, and risk management methods;
3) Ability to lead the resolution of significant technical problems.
4) Ability to manage complex projects and programs in conjunction with the regulations of a Navy Working Capital Fund, which includes establishing technical objectives and plans, schedules, funding and staffing requirements, facility needs and administrative requirements for the various phases of development and lifecycle sustainment;
5) Ability to communicate effectively orally and in writing;
6) Ability to develop and maintain professional relationships internal and external to NUWC at senior levels;
7) Ability to lead a diverse group of engineers and scientists in a manner that fosters teamwork within and outside of the division, which includes the ability to administer NUWC, NAVSEA and Navy policies that pertain to technical management, financial management, facilities assessment, planning, value management, business development, employee training and development, and development of effective processes through Lean initiatives.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
