DUTY 1:
In a Career Broadening assignment role, serves as a focal point for internal control-related activities under the HQ PACAF Financial Management Enterprise Risk Management (ERM) umbrella and provides assistance with the budget execution and financial management administration work of the command. Provides advice and assistance related to Financial Improvement and Audit Readiness/Remediation (FIAR) efforts. Establishes and monitors internal control systems, analyzing and evaluating effectiveness, adequacy, and interrelationships within/among segments of the system and other areas within the organization. Utilizes organizational tools such as the Management Internal Control Toolset (MICT). Reviews and balances computer generated data products. Reviews self-inspection checklists and advises Quality Assurance Managers (QAM) as appropriate. Strengthens/builds key relationships to leverage the FM enterprise.

DUTY 2:
Performs career broadening assignment involving budget formulation, execution, analysis, and research work for a variety of HQ PACAF program and weapons systems. Performs a wide variety of budget execution tasks to meet the needs of HQ PACAF organizations. At the MAJCOM level, performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget. Utilizes expertise to assemble prior, current, and future year budget/program data then formulates, analyzes, modifies, and interprets funding requirements to ensure consistency with policies, regulations, and directives of the Air Force, Office of the Secretary of Defense (OSD), OMB, and Congress

DUTY 3:
In a Career Broadening capacity, analyzes budget and/or related information. Applies basic statistical formulas and contrasting current and historical budget data for the same or closely related programs. Analyzes available information and effectively accomplishes budget tasks to meet the needs of the serviced organizations. Determines the most valid approach for identifying alternative budgetary and accounting actions

DUTY 4:
In a Career Broadening capacity, conducts management and program analysis, in a manner of fact-finding techniques to improve the effectiveness and efficiency that supports the accomplishment of organizational goals and objectives of the command's core competencies and mission. Serves as an analyst and provides technical advice to the leadership of HQ PACAF and assist in areas of broad scope and mission impact. Performs
researches, analyzes, conducts special studies, and supports HQ PACAF initiatives and projects. Assists and coordinate with logistic in the development of policy, guidance, procedures, strategies, processes, and concepts regarding financial and logistics support.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

To qualify for the position of Supervisory Financial Management Specialist, at GS-0501-14, you must meet the qualification requirements listed below.

Specialized Experience: For the GS-13, you must have 1-year (52 weeks) of experience at the next lower grade level, GS-13 or equivalent pay band in the Federal service. Specialized experience is defined as mastery of the concepts, techniques, and uses of systems management with emphasis on the program control function and major aspects of comptrollership/financial management including detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of financial management with emphasis on budgeting, estimating, forecasting, funding, cost management and analysis. Knowledge of the process and procedures in which budgets are developed, transmitted, presented, examined by OMB, and reviewed by Congress. Knowledge and skill in the application of methods and techniques. (e.g. cost-benefit analysis, probability theory, etc.) to analyze and evaluate the effects of continuing changes in program plans and funding and their effect on financial and budget program milestones. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of reporting of accounting activities in order to relate needs and accomplishments of service activities to anticipate actual dollar figures in the budget. Knowledge of sources of information in accounting flows and processes of DFAS and HQ PACAF components. Analytical skill is required to interpret the source information and apply it to the accounting process.
Knowledge of automated accounting data processing concepts and systems capabilities to accomplish assigned reporting. Comprehensive knowledge of laws, regulations, policies, issues relating to direct annual, multi-year, and no-year appropriations; apportionments; allotments; and transfer of accounting data for other agencies; and/or reimbursements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the theories, concepts, principles, and practices of accounting and financial management and knowledge of laws and regulations governing government accounting.
2. Expert knowledge of agency budget procedures, regulations, policies, and guides sufficient to formulate, justify, analyze and execute assigned budget in support of HQ PACAF mission, goals, and programs.
3. Knowledge of the missions, roles, functions, organizational structures, and operations of the DoD, Air Force, HQ PACAF, and subordinate units.
4. Mastery of advance knowledge of the DoD Planning, Programming, Budgeting, and Execution process and acquisition and life cycle logistics sufficient to develop life cycle financial cost/sustainment estimates on programs and systems and assist in the development of policy, guidance, procedures, strategies, processes, and concepts regarding financial and logistics support.
5. Knowledge of computerized systems and computer-generated products in accomplishing accounting and budgeting assignments.
6. Ability to gather, assemble, and analyze data to reconcile for timely and accurate reporting, develop alternatives, and make recommendations to resolve accounting, budget, and logistics problems

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months

This is a formal career broadening position. Assignment duration is limited to 36 months.

Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

This is a Financial Management Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Work occasionally requires travel away from the normal duty station on military or commercial aircraft.

May be required to work other than normal duty hours, which may include evenings, weekends and holidays.

The incumbent must be able to obtain and maintain a Secret security clearance.

May be required to work overtime and/or an irregular shift.
