Help

Duties include, but may not be limited to the following:

  • Supports the patient safety, system redesign and high reliability activities.
  • Analyze, trends, and make recommendations resulting from the information gathered and generates reports.
  • Establishes suspense's for assessments.
  • Develops external surveys/inspection/requests.
  • Analyzes the effectiveness of various systems or programs, including audits, inspections, reports, and management and/or internal control reviews.
  • Collaborates with the staff to prepare education, training, and support materials to promote compliance and understanding of program initiatives.
  • Compiles, analyses, and prepares trended reports.
  • Maintain applicable SharePoint sites.
  • Communicates with Veterans, internal, and external customers.
  • Responds to all inquiries in person, by e-mail, and telephone.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS- 07. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINUMUM QUALIFICATIONS:GS-9 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Understanding of data management and creating a tracking system.
  • Exercising appropriate controls to evaluate effectiveness of work output in meeting goals and objectives.
  • Ability to develop presentations on collected data.
  • Ability to understand program and manage various projects.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrates extensive knowledge in a variety of local operational databases; write reports, case studies and proposals on a variety of operational, quality improvement, and research methods or results aimed at developing the means to provide necessary information for evidence-based medical decision making; assists clients (internal/external) through own judgment and acts on requests or inquiries by reaching out to appropriate subject matter experts who can provide resolution that meets with their satisfaction. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that equals to the next lower grade.

MINUMUM QUALIFICATIONS:GS-11 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Understanding of data management and creating a tracking system.
  • Exercising appropriate controls to evaluate effectiveness of work output in meeting goals and objectives.
  • Ability to develop presentations on collected data.
  • Ability to understand program and manage various projects.
OR

Substitution of Education: Applicants may substitute education for the experience required for the GS-09 grade level. For education to qualify, applicants must possess a Ph.D or equivalent graduate degree OR completed 3 full years of progressively higher level graduate education leading to a Ph.D degree in a major field of study which provided the knowledge, skills, and abilities necessary to perform the duties of the position.

Combination of Experience and Education: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 36 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 grade level. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Examples of specialized experience would typically include, but are not limited to: Planning, designing and implementation of strategic initiatives; developing comprehensive methods and innovative approaches related to data gathering and authentication; updating of databases, monitoring data trends and reporting upon statistical data; conducting studies and comparative analyses; formulating improved methods of healthcare delivery; providing expertise related to improving data reliability and validity; knowledge in developing external surveys/inspection/requests. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking, standing, bending, carrying light items such as papers, books, small parts, or driving an automobile etc. No special physical demands are involved performing the work.
