This position is to exercise second level supervisory and managerial authorities over the wing Inspector General (IG) office. Serves as the Inspector General (IG) and is required to demonstrate a substantial breadth of experience, exceptional maturity, and demonstrated sound judgment.
DEFINITION OF AREA(S) OF CONSIDERATION:
Area 1 = Officer and Enlisted members of the Louisiana Air National Guard.
Duties & Responsibilities: 1. Plans, directs, and manages the programs of the wing Inspector General office. As an independent Inspector General, operates under broad authority and is required to make a multitude of decisions and recommendations without influence from command. Acts as an independent extension of the wing commander, within all spheres of command responsibility and authority, and serves as their confidential representative. Directly manages and is responsible for all IG programs designed to assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Develops short- and long-term strategic plans, goals, and objectives for the wing and IG staff that integrate IG programs to comply with Command and higher headquarters objectives. Develops the criteria for evaluating the effectiveness of both IG programs and inspection areas. Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives.?
2. Serves as an independent Inspector General in management of the Air Force Complaints Resolution, IG Investigations, Fraud, Waste, and Abuse (FWA), and Whistleblower Reprisal program. Applies Inspector General and whistleblower reprisal laws, complaint resolution strategies, and investigative techniques to support the prompt resolution of complaints in the service of the public interest. Counsels the wing commander on actions related to the Complaints Resolution process, especially matters that are unprecedented, controversial, highly visible, or of significant importance to the commander or public. Makes independent decisions in complex IG case situations of extreme sensitivity where there is often limited precedent or procedures to rely on. Evaluates complaints associated with alleged abuse of command prerogatives, unequal application of law, regulation, procedure and/or policy improprieties in the wing or in highly sensitive situations perceived as discriminatory in racial, sexual, ethnic or labor regulation implications which are detrimental to the image of the USAF. Exercises significant responsibility dealing with officials in other units, headquarters, and advises management officials of higher rank.
3. Manages, administers, plans, and executes the Inspection System and Commanders Inspection Program. Makes technical and executive decisions that direct planning and execution of wing level IG inspection activities, up to and beyond a 5-year Unit Effectiveness Inspection planning cycle. Operates under a broad mandate from the Wing Commander to conduct independent inspections and evaluations of all legally required and high-risk mission areas. Oversees a systematic approach to analyze inspection reports and Air Force Inspection Agency data to find best practices, risk, and inspection trends. Determines inspection areas and directs inspections be conducted in order to evaluate an organization, function or process by any means or method, including surveys, interviews, assessments, performance evaluations and audits. Responsible to Wing Commander to ensure inspections ascertain unit performance, military discipline, readiness, efficiency, effectiveness and quality of life for Airmen. Responsible for compliance, plans and conduct of By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, National Guard, and G-MAJCOM. Certifies the IG staff and Wing Inspection Team through an internally developed training program and delegates personal IG authority by administering the IG Oath.
4. Exercises supervisory personnel management responsibilities. Trains employee(s) in assigned duties and responsibilities. Assigns work, establishes priorities, and ensures technical quality of work products, initiates personnel actions, approves leave, resolves employee complaints, exercises disciplinary control, establishes performance standards and evaluates performance. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Reviews work and management techniques of subordinates and is held accountable for actions taken and advice provided by staff. Makes decisions on work problems presented by subordinates. Directs self-assessment activities of subordinates. Reviews training recommended by subordinates to assure it is proper and promotes effective operation of the organization as a whole.

Qualifications
GENERAL EXPERIENCE: Must possess the experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate orally and in writing- clearly and effectively.
SPECIALIZED EXPERIENCE: Must possess at least One (1) year of specialized experiences at the GS-12 level; AND/OR at least Thirty-six (36) months experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; experience in analytical and investigative techniques.
CONDITIONS OF EMPLOYMENT & NOTES:
1. This position requires a secret security clearance; the incumbent of this position must obtain and maintain a secret clearance. Work may require access to higher classified information. Must be able to obtain and maintain the appropriate security clearance.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Employee will be required to wear and use personal protective equipment as required and provided by the employer.
4. This is a ANG Title 32 Excepted Service National Guard position requiring Military Membership in the State Air National Guard.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
6. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
7. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
9. IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.
