Summary

The incumbent manages centralized services for GSA in the functional areas of Benefits, Retirements and Workers Compensation. Serves as the Agency Benefits Officer and Program Manager and reports to the Deputy Director, Human Resources Services.

Location of position: GSA, Office of Human Resources Services, Office of Human Resources Management, Kansas City, MO.

As a Director of Benefits and Retirement Center you will perform the following duties:

  • Ensures transactional processing and maintenance of Office of Workers’ Compensation (OWCP) claims, employee benefits, and retirement actions, including Voluntary Separation Incentive Payment (VSIP) and Voluntary Early Retirement Authority (VERA), preparation of required forms, reconciliation of program data and records, and maintenance of hardcopy or electronic files; provides guidance, counseling, and training to employees and managers on program operations, policies, and procedures; and develops and disseminates OWCP, benefits, and retirement related communications and coordinates training delivery.
  • Leads the development and implementation of agency benefits policies and procedures, including associated interpretive material to implement policy changes due to new legislation and/or requirements; presents and routes draft policy directives to HR leadership, Benefits and Retirement Center (BRC), and the GSA Executive Team to obtain input, provide high level briefings, and discuss prior to inputting policies into Controlled Document Tracker (CDT) routing process for final approval; responds to questions and inquiries from the Office of General Counsel regarding policies and directives; ensures GSA-wide implementation once approved.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems; reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment.
  • Provides authoritative advice and guidance to management officials, presents high-level briefings to HR leadership, BRC, and GSA Executive Team, prepares national communications, and represents GSA in intra and interagency meetings.
  • Provides administrative and technical supervision necessary for accomplishing program work; establishes performance expectations and observes, evaluate, and manages staff performance; resolve complaints and recommend personnel actions; develops work improvement plans; provides guidance and counsel on work and administrative matters; and ensures compliance with safety, EEO, and affirmative action objectives.

The GS-0201-15 salary range starts at $150,359 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is experience overseeing Federal retirement, benefits, and workers’ compensation programs, ensuring compliance with laws, regulations, and policies; interpreting and implementing HR and benefits policies, providing guidance to staff, managers, and senior leadership; planning, coordinating, and evaluating HR benefits program operations, identifying areas for improvement and implementing solutions to enhance efficiency and effectiveness; and communicating HR benefits program information and delivering training to managers, employees, and stakeholders.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of Federal benefits, retirement, and workers’ compensation programs sufficient to oversee and provide training on program operations and ensure accuracy, consistency, and integrity of program data, records, and case management.
  2. Knowledge of Federal HR policies and regulations sufficient to develop, interpret, implement, and obtain approval of agency benefits and retirement policies and procedures
  3. Skill in evaluating program effectiveness, systems, and processes and implementing improvements to enhance program performance.
  4. Skill in written and oral communication to provide authoritative guidance, present high-level briefings, prepare national communications, and present the organization in interagency settings.
  5. Skill in providing administrative and technical supervision, managing staff performance, and directing the work of subordinate staff to accomplish Benefits, Retirement, and Workers’ Compensation program responsibilities.
