The Assistant Chief DRT provides administrative leadership for Diagnostic Imaging Service operations, supervises the Imaging Scheduling Medical Support Assistant (MSA) section in an administrative capacity, and ensures effective coordination between administrative processes and clinical imaging services.

Major Duties
- Performs all administrative management functions essential to the operation of Imaging Service across Salisbury VAMC, Kernersville HCC, and Charlotte HCC.
- Provides operational and management services supporting Imaging modalities including General Radiology, CT, MRI, Nuclear Medicine, Ultrasound, Mammography, PET, PACS, and Scheduling.
- Assists Imaging leadership with strategic planning, workload analysis, statistical reporting, and evaluation of program effectiveness.
- Develops methods and tools to evaluate administrative and operational activities and supports performance improvement initiatives.
- Coordinates activities and performs trending and evaluative work associated with Imaging Service operations.
- Incumbent provides first level technical and administrative supervision to administrative support staff to include (1) Supervisory MSA at the Salisbury VAMC, second level supervision for (3) Lead MSAs at Kernersville HCC, Charlotte HCC, and Salisbury and second level supervision for (17) MSAs.
- Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
- Evaluates work performance of subordinates.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Interview candidates for positions in the unit, recommends appointment, promotion, or reassignment to such positions.
- Identify developmental and training needs of employees, providing or arranging for needed development and training.
- Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
- Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Possesses full authority for and manages all fund control points.
- Develops the need for and maintains an awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution, or redistribution of these resources.
- Creates and maintains records on personnel salaries for budgetary purposes and facilitating any university interpersonal agreements. The position will abide by all VA guidelines for the execution of these agreements.
- Serves as a certified Contracting Officer's Representative (COR) for contract development and management of quality monitoring. Immediate supervisor (Imaging Program Administrator) will assist with this task.
Serves as key figure in staffing utilization, ensuring recruitment and retention within approved ceilings. Initiates requests for recruitment; interviews and selects employees. Maintains accurate and current Functional Statements and Position Descriptions.
- Leads in administering programs concerning such matters as merit promotion, labor management relations, and position management. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines.
- Complies with EEO objectives. Prepares written responses to investigations and requests for information.
- Participates in settling grievances, acting as liaison between employees, supervisors, and physicians; recommends action to be taken. Works in conjunction with management team to solve employee problems. Assists Human Resources/Labor Relations Specialist in resolving Union and EEO grievances.
Performs other tasks as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Physical Requirements stated below.
  • All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable].
  • Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: 1 year of experience equivalent to the next lower grade level of GS-10.
  • Qualifying experience includes: evaluates new products and equipment, making recommendations to supervisor concerning upgrades/new purchases that would improve operations. [The technologist] informs higher level management of anticipated staffing variances and informally recommends promotions, reassignments, or other personnel changes such as retention or release of probationary employees, and recognition of superior performance in the diagnostic radiologic area. [The technologist] directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.
Preferred Experience: At least 1 year of Supervisory experience within an Imaging Service.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-11.

Physical Requirements: The work is primarily sedentary, but does require walking between workstations within the Imaging Service. There may be extended periods of time using and sitting in front of computers. There may be periods when bending and kneeling may be required. There may be extended periods of time when there will be work in a cold computer room. Duties may require lifting and carrying computer equipment (approximately 45 lbs) such as monitors, computer processing units (CPUs) and unix processing system (UPS) products.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
