As a Supervisory Operations Research Analyst, you will:

  • Serves as the Generation Scheduling Manager responsible for planning, directing, coordinating and administering PGS functions to ensure that real-time scheduling and generation planning and support activities result in the most efficient and cost-effective FCRPS operations, products, and services.
  • Evaluates subordinate supervisors and serves as the second-level reviewing official for non-supervisory performance ratings. Ensures reasonable equity among work units of performance standards and rating techniques. Recommends selections for subordinate supervisory positions and approves selections for non-supervisory positions.
  • The incumbent manages the following activities:
    • Duty Scheduling (PGSD). Duty Scheduling is a Mission Essential Function that provides 24-hour coverage of the real-time scheduling and hydraulic operation of Bonneville's system and implements the real time aspects of Power Services customer contracts.
    • Power Generation Short-Term Planning (PGSP). The Short Term Power Planning group provides hydraulic operations strategies to achieve power and non-power system objectives; inventory analysis to determine Bonneville opportunities or requirements to enter into purchases or sales of electricity; integrated system planning and analysis for system cost and other effects of resource operations/alternatives, coordinates with the USACE, Bureau of Reclamation and Energy Northwest to ensure that system resource operations will meet reliability and cost effectiveness goals and provides integrated short-term power system reliability planning.
    • Generation Support (PGST). Generation Support provides ongoing technical support to and policy guidance on issues of concern to Generation Scheduling and Generation Supply. Areas of focus include the interaction of non-Bonneville generation within the Bonneville Balancing authority with the FCRPS, provision of services to support the mission of Bonneville's transmission function, designing BPA's participation in new markets, and the interaction of the FCRPS with transmission service limitations.
    • Generation Policy Management (PGSM). Generation Policy Management provides expertise in matters related to rates and policy development. Team members provide representation in long-term contract decisions and establishment of rates including requirements for generation inputs used for control area services and ancillary services. The team participates in and develops analysis for issues related to providing imbalance services including for rate cases.

Qualifications

Qualifications:
Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service.

Specialized experience is defined as: 1) Collaborating on cross-agency teams that define future state of operational tools to be used in Generation Scheduling operational groups; 2) Tracking, documenting and reporting on operational events; 3) Assessing lessons learned relative to hydroelectric project operations and implementing into processes; 4) Representing the technical requirements of managing hydroelectric power for development of generation control practices and algorithms.
