Summary

The position is located at the Sheridan VA Healthcare System and is based out of the Casper, WY Community Based Outpatient Clinic (CBOC), in the Medical Diagnostics Service. The primary purpose of the position is to provide ancillary support to the Laboratory department. The incumbent provides accurate and timely diagnostic information to our providers for our Veteran patients to receive the best treatment possible. Our Veterans are treated with respect, dignity, caring and professionalism.

Major duties and responsibilities will include, but are not limited to:

  • Performs complex procedures in the venipuncture area, such as glucose tolerances, blood cultures, etc.
  • Works from laboratory requisitions/orders and/or computer-generated draw lists.
  • Accurately identifies and labels patient specimens.
  • Utilizes correct patient and test identification procedures to assure that appropriate specimens are obtained on the tests ordered.
  • Transports patient specimens to appropriate laboratory areas.
  • Keeps inventory and stock supplies on trays and in the laboratory blood-drawing room and main laboratory supply area, as needed.
  • Order supplies both through reference laboratories or IFCAP compliant laboratory personnel.
  • Performs clerical duties such as receiving incoming telephone calls, answering questions concerning specimen requirements and test turnaround times.
  • Prepares many types of specimens, some that are highly specialized and involve many processing steps.
  • Seeks assistance from professional or higher graded Technologists to refine the procedures for test and examination preparation for unusual or novel circumstances.
  • Performing related duties as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirements (IOR) for the GS-06:
Specialized Experience for positions at the GS-06 grade: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience for the GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; Collects lab specimens; Prepares specimens to be sent to outside laboratories; Maintains a clean work environment; Maintains, cleans, and stores all laboratory medical equipment; Works in close cooperation with License Independent Provider / Medical Officer of the medical Center in ensuring effective medical treatment is provided; provides phlebotomy training to Medical Laboratory Technicians, Medical Technologists, Medical Technology students, and other Medical Professionals. This experience must be documented in your resume to receive credit. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of at least one-half year of graduate level education (9 semester hours above a bachelor's degree) or an internship in course matter that must include courses directly related to the work of the position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. Transcripts required. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires above average agility and dexterity. The work may require heavy lifting of equipment or patients. The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, standing, lifting up to 30 lbs. or more, walking, and stretching. The work requires some physical exertion, such as regular and recurring walking, or bending to collect patient specimens. In many situations, the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
