Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • As a Chief of the Civil Law Division, represents the Staff Judge Advocate (SJA) as procurement legal advisor and advises the SBD 1 Commander, Delta Commanders, as well as subordinate and tenant unit commanders, staff personnel, contracting officials, and managers, on a host of general law matters. Represents the SJA on committees, working groups, and inter-disciplinary teams, and at conferences and meetings.
  • As the primary acquisition attorney, advises on and reviews contractual instruments for legal sufficiency. Advises and provides guidance concerning legal and related business matters during the various stages of acquisition and procurement management. This may include such areas and issues as business strategy; acquisition policy; intellectual property; source selection; contract formation; negotiation, preparation, and interpretation of contractual documents as well as modifications and changes; Contract Change Notices; other issues involving contract administration, completion, and termination; appropriations and funding; fiscal law; ethics; and application of Federal and State tax laws.
  • For complex legal issues, renders and generates authoritative written and oral legal opinions, and reviews and assists in preparation of disputes cases. Opinions involve extremely complex and difficult legal problems resulting from the formation and management of contracts. Such opinions require specialized knowledge, a high order of original and creative effort and involve resolution of such matters as acquisition law, patent, copyright and intellectual property law, security and protection of classified matter, environmental law, imposition and exemption of facilities and bailments, disputes between contractors and the government, acquisition and leasing of property, improvements to property, and legal relationship on common problems with DOD, GSA, NA TO, DOL, DLA, the Army, Navy, Space Force, and other Air Force and governmental activities.

  • This is an acquisition demonstration project position NH-IV equivalent to a GS-14 to GS-15.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must obtain and maintain a Top-Secret security clearance.
  • This is a centrally managed position.
  • Employee required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of administrative and general law, environmental law, labor law, government ethics, civil law, and other specialized areas of legal practice applicable to military installations or other Federal organizations, and knowledge of the Air Force Legal Assistance and Preventive law program.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of Federal fiscal laws, rules, and regulations.
4. Skill in conducting legal research and ability to analyze and address impacts to an installation of new developments and changes in law, regulations, and policies.
5. Skill in reviewing highly complex, long term, contractual instruments, solicitations documents, etc., for legal sufficiency and protection of the government's interests.
6. Ability to provide authoritative legal advice concerning the various stages of contracting, acquisition, and procurement management.
7. Ability to render authoritative written and oral legal opinions involving extremely complex and difficult legal problems resulting from the formation and management of contracts.
8. Ability to communicate orally and in writing.
9. Ability to support preparation and presentation of dispute cases for hearing before such arbiters as the Armed Services Board of Contract Appeals, the U. S. Court of Federal Claims, Government Accountability Office, or U. S. District Court.
10. Ability to serve as a federal government legal representative on panels, boards, committees, reviews, etc.
11. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization

Other Significant Facts:
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
