Help

Duties of the position include but are not limited to:

  • Lead program planning and execution for VHA-approved operations and national suspenses/initiatives. Build local program to implement all national guidance.
  • Use Advanced Principles and Strategies for Access Improvement to review and provide guidance to Administrative Leads (Als) and Clinical Leads (CLs). Review and provide guidance to identify strategies to reduce backlog.
  • Interprets national policies and procedures, developing and implementing local standards, defining requirements, and providing advice to management on related issues pertaining to clinic/provider profile management and data reporting requests needed to support facility business operations and Quality measures.
  • Provides technical and administrative supervision to a unit of (title/series/grade) and administrative support staff. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
  • Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
  • Designs, develops, and supports the technology infrastructure for the extraction, storage, and reporting of clinical and administrative data. Supervises staff responsible for creation and update of reports, web pages, and databases to include management, design, integration of content, file management and maintenance.
  • Develops or approves web applications for specific programs and services, both administrative and clinical. Administers day-to-day operation of systems and acts as the first level of technical support in the event of a system failure.
  • Establishes and documents backup systems and action to take when failure or problems occur with specific software programs. Works with functional areas to develop formal processes to manage the content, applications, and technology infrastructure.
  • Provides access related consultative services to the VAMC, VISN and National leadership. Works with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes.
  • Develop both long- and short-term policies and plans for the Phoenix VAMC. Coordinate ambulatory care medical administration needs for incorporation into annual budget and operating plans. Improve care delivery by identifying and anticipating needs, potential issues, and concerns.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst. Qualifying specialized experience includes determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements and Work Environment: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.
