Major Duties include but are not limited to:

  • The incumbent develops both long and short-range policies and plans for local administrative processes and procedures, staffing, budget, space, and resources (with frequent impact on operations and infrastructure across the VISN).
  • The incumbent advises on and assists with the development and establishment of administrative programs and requirements for new and existing programs.
  • The incumbent is responsible for the evaluation, coordination and development of program evaluation activities related to the service line mission.
  • Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in quality assurance monitoring activities. Ensures quality assurance issues pertaining to the program are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the program's quality assurance activities. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
  • The incumbent works with and assists the Service Chief in the preparation of a variety of reports essential to the program, and the development and implementation of ongoing program evaluation and strategic planning.
  • Ensures the timely flow of data and adherence to appropriate formats and deadlines.
  • Personnel Administration and Management - 20% Directs the personnel management program for the organization, performing or overseeing the full range of human resources activities and requirements.
  • The AO is responsible for budget formulation, justification and execution; financial management; and financial reporting and has full authority for (number) fund control points.
  • Gathers information from all units to develop projections of salaries and benefits and other expenses. Prepares all budget documents requested by the service and national operational stakeholders at VACO and VA program offices. Prepares detailed calculations, statistical and narrative justifications and other pertinent data and documents to support budget requests.
  • Manages procurement and contracting for the organization.
  • The incumbent supervises the administrative and clerical staff in the Service.
  • Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work.
  • Interviews candidates for positions in the unit and recommends appointment, promotion, or reassignment to positions.
  • Gives advice, counsel, and instruction to employees on both work and administrative matters.
  • Hears and resolves serious complaints and grievances, effects minor disciplinary actions when appropriate, and makes recommendations for other actions in more serious cases.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops both long and short-range policies and plans for local administrative processes and procedures, staffing, budget, space, and resources. Directs the personnel management program for the organization, performing or overseeing the full range of human resources activities and requirements. Identifies developmental and training needs of employees and provides or arranges training. Develops performance standards and evaluates the work performance of subordinate employees. Budget formulation, justification and execution; financial management; and financial reporting and has full authority for fund control points. Gathers and analyzes budget needs of the service and programs and supervises all phases of budgeting within administrative requirements..

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
