The Pharmacy Procurement Support Services Supervisor is a licensed professional with knowledge and proficiency in pharmacy practice including pharmaceutics, pharmacokinetics, pharmacodynamics, and pharmacotherapeutics. The primary functions of the incumbent are to provide direct oversight for Pharmacy Support Services, which include Quality Management, Informatics, Automation, and Procurement. The incumbent will be responsible for the professional and administrative management of inpatient and outpatient pharmacy automation to include: ScriptPro, Omnicell, and Pyxis Automated Dispensing Machines. Expectations include managing staff, maintaining effective interdepartmental relations, and collaboration with other services to accomplish the medical facility's mission and goals.

Duties include, but not limited to:

Administrative and Supervisory
Provides first-line coordination and oversight for Pharmacy Support Services' personnel, including but not limited to granting leave, staff work assignments, performance appraisals, disciplinary actions, rewards, and recognition, etc.

Develops, maintains, and updates employee functional statements, as needed. Ensures all employees receive a copy of their functional statement and maintain a signed copy of the functional statement in the employee's folder.

Develops performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Evaluates employee performance and completes performance appraisals. Ensures employees meet required competencies and identifies areas for improvement as needed.

Communicates effectively with the employees of Pharmacy Support Services and is responsible for keeping them informed of necessary information.
Responsible for establishing, publishing, and maintaining policies and procedures relevant to Pharmacy Support Services.

Quality Management:

Assures that Pharmacy Service is current with regulatory requirements to include JC, DEA, FDA, AHHARP, VHA, OIG, LTCS, CARF, ETC. Coordinates data collection on Pharmacy Service Monitors and provides reports as appropriate to Pharmacy Management and Medical Center Committees/ Sub-Councils. Coordinates Peer Review activities for Clinical Pharmacy Services.

Informatics and Automation:

Collaborates with Pharmacy Information Manger to provide administrative, technical, analytical, and automotive data processing support to pharmacy. In addition, oversees Pharmacy Services Information and Automation Management managerial decisions and policy design as it relates to
Pharmacy Information Systems and Automation.

Evaluates current information management procedures and practices to determine how effectively current goals are being met and how services could be improved through changes in automation. Analyzes Pharmacy Service hardware and software needs. Streamlines procedures and processes through information management automation and new technology.

Ensures that systems are fully integrated, resources are utilized effectively and efficiently, and objectives are met. Makes configuration changes to hardware and software to meet evolving and complex computerized initiatives (CPRS, BCMA, Internet Refills, etc.) and Pharmacy Service needs.

Formulary Management and Drug Procurement:

Ensures drug procurement complies with VA National policies, VA contracts, and National, VISN and local formularies. Serves as the pharmacy department's primary COR for the PPV contract. The COR is responsible for:

  • Monitoring the PPV contractor's performance to ensure that issues with quality and timeliness are documented and reported.
  • Reporting any inconsistencies found in orders that are not in accordance with contract requirements.
  • Ensuring 100% check-in of delivered goods.
  • Ensuring a process is in place for reconciling the B09 report with the invoice and 1358 and providing oversight to that process.
Education:

Assumes an active role in the overall pharmacy-training program consisting of students, interns, residents, and professional and non-professional staff members. Conducts on-the-job training and provides guidance through designated programs.

Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs.

Work Schedule: 8:30am - 5:00pm, Monday - Friday. May be required to work weekends and holidays. Work Schedule is subject to change based on agency need.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ยง 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates.

Pharmacy Supervisor, GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.

Pharmacists assigned to this position must demonstrate the following KSAs:
  • Ability to effectively supervise subordinate staff.
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards pertaining to pharmacy.
  • Skill in managing people or programs.

Preferred Experience: Highly qualified candidates should possess a Post-Graduate Pharmacy Residency in Informatics and/or have a minimum of three years of experience in troubleshooting, maintaining, and overseeing pharmacy automation equipment.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.

Physical Requirements: This work requires some physical exertion such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching, and lifting moderately heavy items such as manuals, record boxes, equipment or assisting patients.
