As a PHYSICIAN (AEROSPACE MEDICINE) (TITLE 5), GP-0602-14, you will provide a part-time, residency trained, experienced Physician to plan, schedule, execute, manage, and administer installation-wide medical management including, aerospace and operational disposition and to provide critical clinical judgment for medical case management to promote and maintain the health and well-being of assigned Air National Guard (ANG) personnel.

Major Duties - This is NOT an all-inclusive list:

  • Works independently and exercises sound judgment in accordance with the methods and practices of the medical profession and established medical/administrative policies affecting the quality and success of key programs essential to ANG readiness.
  • Provides inter-disciplinary medical advisory and consultative services; Performs comprehensive medical assessments including, but not limited to, annual preventive health pre- and post-deployment interviews, mental and deployment health assessments; pre-placement, occupational health, and separation health physical exams; fitness for duty evaluations; fly waiver, line of duty, and medical continuation determinations.
  • Coordinates with inter-disciplinary teams to gather facts and uses effective analytical and evaluative methods to prepare complex healthcare recommendations.
  • Utilizes a thorough knowledge of military medical organizational structure, policies and procedures to review records/referrals and determine appropriate aeromedical and operational dispositions on line of duty and medical continuation determinations; separation history and physical exams; incapacitation pay; convalescent leave; and the need for disability evaluation system processing; flight and occupational exams and waivers.
  • Prepares comprehensive narrative summaries by reviewing all comprehensive medical records/referrals; ensuring accuracy, conciseness, and appropriateness before forwarding for review by the National Guard Bureau (NGB) and the Physical Evaluation Board or appropriate Waiver Authority.
  • Serves as the fulltime ANG medical expert on all aspects of the Aerospace Medicine Program; assisting the SGP with overall program management and implementation.
  • Functionally oversees all programs that fall under the Aerospace Medicine Program including: personnel reliability; Law Enforcement Officer Safety Act; security clearance; overseas clearance; force health protection; force health readiness; psychological health; occupational and environmental health (i.e., hearing conservation; immunization; fetal, respiratory and radiological protection; ionizing radiation, potable water quality, hazard communication, and quantitative fitness testing) programs.
  • Thoroughly researches medical documentation, evaluates complex patient diagnoses, and uses sound judgment when interpreting complex medical standards, codes, guidelines, policies, and regulations to finalize medical recommendations for flying or special duty; line of duty determinations and disability evaluations.
  • Provides expert medical advice/guidance for safety investigations compiles a clinically relevant medical summary and/or relevant medical records for the safety investigation officer.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Must be board-certified in a Primary Care Specialty (Aerospace Medicine, Family Practice, Internal Medicine, Obstetrics, Pediatrics, or Emergency Medicine).
Physicians License required.
Must possess knowledge of Dodi 6130.03, March 30, 2018 Medical standards for Appointment, Enlistment, or Induction into the Military services.
Must maintain current state licensure, Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS) or other named specialties.
This is an Inclement Weather position. Incumbent may be required to report for or remain on duty during inclement weather.
Incumbent may be required to participate in contingency readiness exercises, major accident response exercises, and investigations.
Required to file OGE Form 450, Confidential Statement of Affiliations and Financial Interests.
Must obtain and maintain privileging for the DOD/AFMS/ANGMS IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119.
Must maintain credentials requirement (i.e. current and unrestricted state license, BLS, clinical competencies, etc.) IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119. 6/14/2022 TCPC Steven Cramner.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG
May be required to successfully complete a trial period.
Participation in direct deposit is mandatory.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
  • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The FOURTH area of consideration will be all current Federal Employees.
  • The FIFTH area of consideration will be all Federal re-employment eligible.
  • The SIXTH area of consideration will be U.S. Citizens.

BASIC REQUIREMENTS: MUST possess all 3 of the basic requirements for this position:
1) Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
2) Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
3) Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

NOTE: Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE: GP-14 Level which includes a minimum of four years of graduate training in the Aerospace Medicine or equivalent experience and training.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
