The Learning Resources Officer is a facility-based learning leader with oversight, responsibility and accountability for all employee education accredited and affiliated clinical trainee programs within the Sheridan Veterans Affairs Health Care System located in Sheridan, WY. This system has a wide geographical outreach with approximately 750 employees and 75 trainees serving the Wyoming Veteran population. The position oversees employee education services for the entire healthcare system.

Help

Duties include but are not limited to:

  • Supervisory
    • Develops performance standards and position descriptions
    • Assigns, coordinates, evaluates, and monitors work of employees
    • Determines training needs, plans work to be accomplished, and responsible for setting short and long-term goals for the Service
    • Rates performance, counsels employees, and initiates disciplinary actions when necessary
  • Academic Partnerships
    • Maintains the quality of the relationships with affiliates and the quality of the local learning environment by establishing, implementing, and directing program objectives, priorities, and content
    • Manages and directs facility education programs for clinical, medical professional, allied health, and administrative staff
    • Establishes and maintains residency and fellowship programs with university medical schools
    • Creates and sustains an organizational work environment that supports learning, discovery, and continuous improvement
    • Develops and sustains a positive and effective working relationship with affiliate schools using an in-depth understanding of clinical care processes and educational requirements
    • Communicates medical education requirements and opportunities to all dependent and independent providers, using an extensive knowledge of clinical practices in a large healthcare system
  • Training Program Oversight
    • Responsible and accountable for planning, coordinating, implementing, and evaluating programs related to staff and workforce development, continuing education, tuition support/reimbursement, upward mobility, facility travel, and specially funded training and career development related to staff learning needs throughout the facility
    • Responsible for the overall quality of staff education programs throughout the organization across all sites, and will be accountable for substantial participation in the executive decision making related to overall philosophy of all education activities, including those related to Workforce Development, Employee Education, Leadership Development, Nursing Education, BLS/ACLS, and the Simulation Lab
    • Provides oversight for the coordination and integration between and among all services and programs in delivering cost effective, customer driven training, education, and staff career development
  • Regional and National Leadership
    • Serves as the medical system liaison to the VISN and and VHA Central Offices for all education and education related activities
    • Establishes metric and analysis systems for Education Service to assess its efficiency, effectiveness and compliance with regulatory procedures and performance measures
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Individual Occupational Requirement (IOR) for General Education and Training Series, 1701:

  1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

    or

  2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above

In addition to the IOR, candidates must also meet one of the following requirements:
  • GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews and revises policies and programs related to academic partnerships, workforce education, training, or development; develops and implements educational and training programs, resources, and services; organizes and develops techniques to measure overall efficiency and effectiveness of educational programs; application of analytical and evaluative methods; interprets various reports developed at national, network and local levels related to education and training issues
  • GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviews and revises policies and programs related to academic partnerships, workforce education, training, or development; develops and implements educational and training programs, resources, and services; organizes and develops techniques to measure overall efficiency and effectiveness of educational programs; application of analytical and evaluative methods; interprets various reports developed at national, network and local levels related to education and training issues; develops procedures and formats for timely and accurate reporting; ensures compliance with and coordinates affiliation agreement projects
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
