The Deputy Associate Administrator provides executive leadership to the SBA disaster enterprise connecting disaster survivors with lending and other assistance programs. The Office of Disaster Recovery and Resilience's core work is in disaster declarations, field support for recovery, program and policy development, support of SBA's disaster operations, and coordination with federal disaster programs and national partners.

Duties

Help

  • Oversight and leadership engagement in the development and implementation of policies, criteria, guidelines and standard operating procedures for all phases of the SBA disaster loan programs.
  • Represents the agency on Administration disaster recovery committees (e.g. National Security Council committees), national coordinating bodies and committees for emergency management and disaster recovery to address individual and small business recovery needs and assistance, and/or to coordinate and leverage federal disaster assistance programs efficiently and effectively.
  • Monitors disaster activity nationwide and analyzes incoming reports for disaster impact and needs for proactive SBA engagement.
  • Coordinates with SBA and Office of Disaster Recovery and Resilience (ODRR) leadership to engage with external partners and officials in the disaster impacted communities.
  • Coordinates with agency partners to ensure necessary, consistent, and accurate data analytics and reports are generated to fulfill the SBA disaster mission.
  • Provides direction and/or guidance on ODRR operational or staffing needs to support scalable field operations, including surge operations, with efficiency.
  • Leads coordination with SBA offices on strategic planning and organization performance aligned with the Administrator's priorities, including development of goals and objectives to translate to program offices.
  • Assigns work to subordinate offices in alignment with their mission space and responsibilities and ensures accountability in meeting the agency goals.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1 Project/Program Oversight: Demonstrated knowledge, experience, and ability in project management consisting of managing, prioritizing, organizing, and implementing multiple projects and processes in support of disaster operations. Using standard program and project management practices in a highly efficient manner, including experience and ability deploying and implementing a state-of-the-art financial information system in a complex organization within budget and scheduled timeframes and/or the management of such a system.

TQ 2 Staff Oversight: Demonstrated success directing and overseeing subordinate staff in support of disaster operations, ensuring alignment with strategic disaster response and recovery goals and organizational priorities. Experience leading multidisciplinary teams to identify mission requirements, establish performance expectations and implement innovative solutions that strengthen disaster support delivery, enhance accountability, and improve operational outcomes. Ability to lead large teams with differing objectives and competing priorities to achieve a desired joint outcome. Successful management over contracting activities, internal controls, performance management, and improper payments.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education may not be subsituted for specialized experience.

Additional information

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
