Duties

Help

As a HUMAN RESOURCES SPECIALIST, GS-0201-09, you will manage the day-to-day operations of the military personnel function. Prepare formal requests for filling vacancies and selects (or participates in the selection of) personnel from lists of eligible's. Formulate and conduct training programs for assigned military personnel specialists and conducts informal training to broaden employee skills. Prepare formal requests and recommendations for promotions, reassignments, and disciplinary actions. Receive formal grievances, resolving those that can be resolved at own level. Keep supervisors informed of all aspects of personnel programs, to include merit promotion, position classification, etc. Maintain controls to ensure timely submission of OPRs. Review computer products, special orders, and other source documents to ascertain when officer performance and training reports are required.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Air Force meet our mission requirements as a Human Resources Specialist.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.


SPECIALIZED EXPERIENCE: GS09- Must have at least one year experience at the GS-07 level, in the normal line of progression through federal service or equivalent experience in the private or public sector involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements; experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement; working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
