The primary purpose of this position is to serve as Chief, Capabilities and Integration Division in the Directorate of HQ AFRC A6C at a major command (MAJCOM) with responsibility for directing the activities of the Division. The organizational location of this position is: Headquarters Air Force Reserve Command, Cyberspace and Technology Directorate.

Duties

Help

  1. As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Capabilities and Integration functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees.
  2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  3. Establishes, develops, and maintains effective working relationships with a variety of installation and functional area organizations.
  4. Provides program management and establishes plans and policy for mission critical network operations and security centers throughout the Command

  • or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

In order to qualify, you must meet the general and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Coordinating cybersecurity, maintenance operations, and management of networks for multiple MAJCOMs to meet mission objectives organization wide; Coordinating and integrating a number of important and complex program segments or programs of professional, scientific, technical, managerial, or administrative work; Implementing major decisions and actions that will have a direct and substantial effect on the organization; Analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources; and Planning, organizing, and directing the functions of an organization and providing mentorship, motivation, and appraisal to the staff through subordinate supervisors. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of DoD, Air Force and AFRC C&I policies, practices, regulations, and laws concerning network operations, infrastructure, configuration, security and business practices; and limitations on design approaches, coordination requirements, programming specifications and documentation related to networks. Extensive knowledge of DoD and AF enterprise architecture (EA) policies, practices, regulations, and laws and the implementation of the EA standards.
2. Mastery knowledge of state-of-art practices of data automation to advise on alternative approaches in system development and/or problem resolution related to networks and/or telecommunications.
3. Mastery experience and extensive knowledge of enterprise network concepts, principals, applications, and implementation. Required to understand enterprise network configuration and architecture standards. Extensive knowledge in integrating security into an enterprise network architecture. Practical experience in implementing an enterprise network. Knowledge of System Development Lifecycle (SDLC).
4. Mastery Knowledge of the mission, objectives, terminology and management practices in the activity, the agency and the department as well as the capabilities and limitations of the activity's C&I configuration/software in order to carry out network and/or telecommunications programs and projects and coordinate efforts with others affected in the organization; and to identify probable areas of interaction and overlap between proposed and existing systems.
5. Ability to plan, organizes, and direct the functions; mentor, motivate and appraise the staff of an organization through subordinate supervisors.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues, and maintain good order, discipline and working relations.
7. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
