Summary

This position reports directly to the Deputy Assistant Secretary for Resources for the Bureau of Consular Affairs (CA).

This position serves as the Program Manager (Data Officer) responsible for data oversight and development within CA and coordinates and consults with the Bureau’s leadership and the Department’s Chief Data Officer and Managing Director of the Center for Analytics in the Office of Management Strategy and Solutions on programs that impact the bureau to which he/she is assigned.

Duties

Help
  • In consultation with and direction from bureau leadership, systematically captures Bureau data needs and prioritizes its data program of work based on feasibility, available resources, and mission impact.
  • Per Bureau leaderships' directives, develops and implements short- and long-term data strategy for the Bureau, ensuring it aligns with the Bureau's mission priorities and overall United States foreign policy direction.
  • Provides oversight and accountability for the development and maintenance of data programs, platforms, and tools in the Bureau.
  • Advises Bureau leaders on all data-related matters, including lending subject matter expertise on issues such as data visualization, data insights and automation, and artificial intelligence applications.
  • Serves as a recognized expert and technical authority within the assigned Bureau on analytical techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience serving as a liaison between business and technology to ensure data is fit for decision-making and business analysis, and to ensure data governance policies, roles and responsibilities are clearly defined, communicated, and well understood;
  • Experience applying data governance principles and practices to big data and analytics, in order to improve data driven products for decision making;
  • Experience managing and improving data quality and metadata, such as through the development of policies, tools, and management or support of data governance bodies; and
  • Experience in leadership and advocacy on data improvement objectives, including providing data leadership and obtaining consensus from technical and non-technical stakeholders at different levels of an organization.

There is no substitute of education for specialized experience for the GS-15 position.
