This position is located in the Office of the Chief Procurement Officer (OCPO). The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives. OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians). OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services.

As a Contracting Officer Rep Cor, you will:

  • Perform both programmatic functional requirements and individual contract functions.
  • Regularly handle many of the complex, technical questions, and issues that other staffs are unable to resolve relating to the Office's programs as well as COR responsibilities and processes.
  • Serve as a project leader on special initiatives for the Program Office that leads to developments in improving contract oversight, processes that support programmatic and acquisition-related efficiencies, better strategies in the approach of strategic business and acquisition planning.
  • Consistently communicate and coordinate with OCPO throughout the development and delivery of the annual strategic acquisition plan, as well as the Program Office review and planning activities, as assigned.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

Specialized experience is defined as evaluating acquisitions, procurement, or contract proposals for performance, efficiency, value, and continuing need.

Examples of this experience could include:
Performing assignments independently in support of procurement activities, or the review of that activity. The experience MUST be in all areas of the acquisition process from initiation through closeout of the contract, i.e. cradle to grave contracting; OR
Evaluating contract proposals and monitoring contractor performance; OR
Identifying the need for acquisition/procurement services to support a program's mission.; OR
Performing a variety of technical management roles, including monitoring the cost, schedule and performance parameters of all assigned contracts; including cost estimates, proposal instructions, and evaluation criteria

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
