Duties

Help
  • You will demonstrate understanding of trauma related to sexual violence and related complexities.
  • You will apply basic strategies for skilled communication, including developing rapport and actively listening to provide initial victim advocacy services.
  • You will accept official reports of sexual assault by assisting the victim in completing all the required documentation.
  • You will perform a series of complex assessments using trauma-informed approaches for all reports of adult sexual assault.
  • You will provide assistance to victims in securing medical treatment for physical and psychological injuries.
  • You will inform victims of the resources available to report instances of sexual assault related retaliation, reprisal, ostracism, maltreatment, sexual harassment, or to request a transfer.
  • You will develop detailed case management plans with short and long-term goals and objectives and engage in ongoing support activities tailored to the victim's needs.
  • You will collaborate and consult with other SAPR personnel on the installation to ensure efficient service delivery, manage caseloads and meet reporting requiremenrts.
  • You will record training attendance, disseminate, collect and support analysis of course evaluations, coordinate guest speakers and support marketing and communication efforts.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Knowledge of primary prevention principles, sexual assault dynamic, and local social services delivery systems, concepts, principles and theories and community resources for sexual assault, victim advocacy, and the prevention and response to provide one-on-one victim advocacy assistance and information to sexual assault victims.
- Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual harassment.
- Knowledge of laws, regulations, executive orders, issues etc. to include the DoN organizational structure, management policies, methods, and practices relating to sexual harassment victim advocacy.
- Knowledge of various instruction techniques and evaluation method design, and skill in using evaluation methods to evaluate and measure the effectiveness of training courses.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: behavioral or social science; or related disciplines appropriate to the position. OR

  • Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Applicants may substitute the following education for the required specialized experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
  • Successful completion of a Ph.D. or equivalent doctoral degree in a related discipline appropriate to the position OR
  • Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree. OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
