The Cincinnati VA Medical Center is looking for a Pharmacy Supervisor for inpatient clinical pharmacists / controlled substances, in conjunction with the Associate Chief, has oversight and responsibility for the daily operations of the Inpatient Pharmacy and supervisory duties over the inpatient clinical pharmacists.

This position is responsible for the control of the policies, procedures, operations, clinical services, and ongoing development of the inpatient pharmacy
section.

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Duties:
a. Administration/Supervisor/Leadership- Inpatient Pharmacy:

  • Plans, directs, and controls the comprehensive pharmacy services provided by the inpatient pharmacy along with the associate chief andtechnician/operations supervisor. With the inpatient technician/operations supervisor, manages the day-to-day operation of the inpatient pharmacy. Provides direct supervision of clinical pharmacists assigned to the inpatient section. Supports the associate chief with other administrative functions or projects as assigned.
  • Provides a full range of supervisory duties over staff including but not limited to: assignment of duties, development of performance standards, performance evaluations, employee counseling and low-level disciplinary actions, recommendations for appointments, awards, advancement, or disciplinary action, and interviewing potential employees.
  • Works with the Pharmacy Information Manager to provide controlled substance management in the inpatient pharmacy setting.
  • Provides day to day oversight of the controlled substance program for the Inpatient Pharmacy, working with the Associate Chief and Chief to ensure compliance with VHA, DEA, and any other pertinent rules and regulations.
  • Serves as an Acting Associate Chief, Pharmacy Service, when assigned. Provides cross-coverage to the Sterile Compounding Program Manager and the inpatient technician/operations supervisor.
  • Obtains, reviews, and tracks work output, productivity, and quality performance measures. Uses this information in strategic planning,
    performance appraisals, performance awards, or disciplinary action as appropriate. Monitors and maintains appropriate data and prepares reports and correspondence in a complete, accurate, and timely manner.
  • Establishes section goals and objectives consistent with department goals and develops the operational plans and policies to achieve them. Assists other pharmacy leadership in establishing and accomplishing the pharmacy's missions and goals.
  • Approves or disapproves leave requests, formulates work schedules with the associate chief, performs timekeeping functions, and ensures appropriate staffing for the work of the section.
  • Ensures compliance with all DEA, FDA, VHA, and VISN regulations and policies and TJC standards.
  • Initiates and demonstrates actions to support Equal Employment Opportunity.
  • Leads ongoing process improvement efforts in the applicable section of pharmacy utilizing system redesign principles.
  • Participates in local, VISN, and/or National workgroups, committees, initiatives, etc.
  • Leads selection panels and makes recommendations to the chief for staffing selections.
  • Develops, maintains intra and interdepartmental relationships to ensure that services provided are consistent with the needs of internal and external customers.
b. Training/Education:
  • Provides training to pharmacy and non-pharmacy staff and trainees as needed.
  • Assists in precepting pharmacy students and pharmacy residents.
  • Completes all assigned training by the due date.
  • Participates in self-development activities to maintain and improve
    professional competency.
Customer Services Requirements.
  • Relationships with management, co-workers, patients, and the public are consistently courteous, respectful, and cooperative in nature.
  • Employee will display a caring, helpful attitude with a willingness to be of assistance in resolving issues of concern.
  • Employee will ensure productivity is maintained at the established level for the program for which he/she is responsible.
Computer Security Requirement:
a. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, Federal regulations, VA statutes and policy, and VHA policy. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc.
b. Ensure applicable laws, Federal regulations, and VA National and Local policy and procedure regarding medication storage are followed.

Basic Requirements

  • Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Education
  • (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
  • (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet[1]Based Test (TOEFL iBT).
  • Licensure Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

1.Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed.
2.Failure to Obtain License. In all cases, pharmacists must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. At the time of appointment, the supervisor will provide the unlicensed pharmacist with the written requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
GS-13Experience.
In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level GS12.

Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.

Pharmacists assigned to this position must demonstrate the following KSAs:

a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
b. Expert understanding of regulatory and quality standards for their program area.
c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
e. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
